Job Summary

The Safety Lead - IH (Industrial Hygiene) will assist with development implementation and oversight of assigned MBTA Safety Programs consistent with applicable OSHA and state worker safety standards.

Duties & Responsibilities

  • Act as an internal point of contact (POC) for MBTAs industrial hygiene-related matters and act as a POC for the Massachusetts Department of Labor Standards (DLS) for industrial hygiene concerns.
  • Act as a subject matter expert (SME) and interpretive authority for MBTA industrial hygiene (IH)-related safety matters and advise up to senior management.
  • Oversee manage and track the implementation of MBTAs Respiratory Protection Lead Surveillance Blood Borne Pathogen Silica Hearing Conservation and other assigned programs plan for and/or conduct associated training and recordkeeping and conduct program compliance oversight.
  • Assist with the advancement implementation and oversight of worker safety programs.
  • Participate in regular reviews and revisions of the MBTA worker safety programs and other high-level documents and related procedures on an annual as needed and ongoing basis.
  • Establish an annual Industrial Hygiene Plan to inspect monitor and conduct sampling of MBTA sites.
  • Set up industrial hygiene monitoring equipment and perform industrial hygiene monitoring including air quality and noise monitoring.
  • Be responsible for overseeing the maintenance calibration storage and use of MBTAs industrial hygiene monitoring equipment.
  • As required respond to incidents and worker injuries that occur involving the MBTA work with appropriate departments to gather documentation and evidence conduct monitoring and notify and report necessary information to the appropriate parties in a timely manner to supplement incident and injury investigations.
  • Review reportable injuries with an IH component to determine trends and recommend controls and mitigations to reduce injuries.
  • Write investigate manage review comment and contribute to safety investigations assessments job hazard analyses hazard analysis reports with an IH component.
  • Provide input to Corrective Action Plans and coordinate with the appropriate departments to track and close.
  • Provide support to safety team members by reviewing accident and employee injury investigation reports for the DLS as needed or requested.
  • Promote safety in the field to the frontline employees including receiving safety concerns observing workers carrying out their work tasks and educating employees on applicable programs standards policies and procedures controls mitigations and PPE.
  • Train staff members and employees create training documents and SOPs on worker safety-related responsibilities.
  • Participate in MBTA safety teams committees and working groups as needed.
  • Respond either directly or through others to emergencies twenty-four (24) hours per day seven (7) days per week.
  • Drive a company or personal vehicle to visit work sites and to assist at emergencies and/or events as needed.
  • Perform night and weekend Safety Duty Response in rotation with other Safety Staff.
  • Provide internal and external customers with a courteous and professional experience.
  • Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.
  • Perform all other duties and projects that may be assigned.


Minimum Requirements & Qualifications

  • Bachelors degree from an accredited institution in Industrial Hygiene Occupational Health and Safety Biology Chemistry Engineering Physics or related field.
  • Six (6) years of experience in the industrial health and hygiene field including experience with conducting industrial hygiene and health evaluations to evaluate employee exposure to occupational safety and health hazards conducting related field monitoring and sampling including air quality noise dust asbestos and lead analysis of data and presenting results in a concise and defensible manner.
  • One (1) year of supervisory managerial and/or leadership experience.
  • Working knowledge and experience with federal OSHA and state DLS regulatory programs at 29 CFR 1910 and 1926 with specific demonstrated familiarity and experience in developing evaluating implementing and/or overseeing OSHA respiratory protection hearing conservation lead surveillance silica surveillance and blood borne pathogen programs.
  • Effective organizational analytical confidentiality quantitative multi-tasking and time management skills.
  • Excellent customer service and conflict resolution skills.
  • The ability to work any and all shifts and/or locations as assigned or directed. Availability to work twenty-four (24) hours per day seven (7) days per week.
  • Ability to supervise and work effectively with a diverse workforce.
  • Proficiency in Microsoft Office (Word Excel Outlook etc.).
  • Ability to drive and respond to incidents/accidents and perform safety oversight in various weather condition including extreme weather events on all shifts and any time of day or night.
  • Ability to complete apply and adhere to concepts in safety training including but not limited to SMS Fundamentals ICSand 800 as well as other assigned courses offered by the MBTA within the first month of employment.
  • Ability to complete a Public Transportation Safety Certification Training Program (PTSCTP) within three (3) years of employment.
  • Ability to walk the Right of Way (ROW) with PPE and required equipment on track ballast and uneven surfaces based on the logistics of the safety task and/or emergency response.
  • Ability to access areas using stairs ladders and ramps across the MBTA system and facilities to observe and evaluate conditions and conduct monitoring.
  • Ability to respond to Operations (E&M and Transportation) related incidents in the field.
  • Ability to carry safety equipment to and from incidents/accidents on/off the ROW.
  • Have a valid drivers license.

Substitutions Include

  • A High School Diploma or GED with an additional thirteen (13) years of directly related experience substitutes for the bachelors degree requirement.
  • An associate degree from an accredited institution and an additional nine (9) years of directly related experience substitutes for the bachelors degree requirement.
  • A masters degree in a related subject substitutes for two (2) years of general experience.
  • A nationally recognized certification or statewide/professional certification in a related field substitutes for one year of experience.


Preferred Experience and Skills

  • Certification as a Certified Industrial Hygienist (CIH) from the American Board of Industrial Hygiene (ABIH).
  • Masters degree in industrial hygiene occupational and environmental health sciences occupational hygiene and public health.
  • OSHA 30 Certificate for General Industry and/or Construction.
  • Experience with or working knowledge of the transportation industry.
  • Experience in creating occupational health programs and monitoring workers compensation claims and actions.
  • Experience in a transportation environment.
  • Completed the Transportation Safety Institute (TSI) Transit Safety and Security Program (TSSP) in Bus and/or Rail.

  • Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op.
