Raytheon Operations and Supply Chain (OSC) is seeking a strong candidate to join our energetic and collaborative environment in support of the Naval Power (NP) procurement selected individual will be responsible for leading procurement efforts in support of multiple programs within the Product Support business this role you will foster relationships with suppliers administer subcontracts in a fashion consistent with integrated supply chain models recognizing the role and value of each participant through the acquisition life cycle from requirements generation through product delivery product support and payment for products and services. You will engage in supplier performance relationship management and strategic sourcing as well as facilitate complex business agreements in support of the various contracts. The procurement professionalwill operate as the focal point interface to handle communication between Raytheon Programs and suppliers.

What You Will Do:

Lead Supplier interaction and collaboration with internal cross-functional teams to manage a variety of procurements including but not limited to build-to-print performance specifications Supplier Statements of Work (SSOWs) with medium/high complexity.

Select qualified suppliers and seek alternate suppliers (when applicable).

Preparation issuance and Management of Request for Quotations/Proposals

Perform price and cost analysis and lead supplier negotiations of contractual terms: Price T&Cs delivery payment supplier exceptions.

Prepare POs and PO documentation in accordance with company directives prime contract flow downs and company work -award management of POs to be handled in accordance with company directives and work instructions

Effective management reporting and resolution of procurement metrics: open PRs Open POs PO supplier acknowledgement Unreceivable Accounts Payable others.

Manage Suppliers to meet Program requirements with the desired quality and delivery.

Issue and conflict resolution of medium/high complexity in accordance with all regulatory (FAR/DFAR) and corporate compliance requirements for various subcontract types (Cost Types Firm Fixed price Time & Materials

Prepare and execute various types of agreements such as: PIAs Long Term Agreements OTS WFPP CRADA Bailment etc.

Nurture professional business relationships with first tier subcontractors

Provide comprehensive Supply Chain support for gate reviews.

Some travel required; up to 20%.

Qualifications You Must Have:

Typically requires a Bachelors and a minimum of 8 years prior relevant experience or an Advance Degree and a minimum of 5 years experience.

Experience with DoD procurement/subcontract compliance with Public Laws Policies Federal Acquisition Regulations (FAR/DFAR) and ITAR and import/export requirements.

Qualifications We Prefer:

Experience in leading formal negotiations (price schedule and supplier exceptions to contractual flow-down requirements as well as standard Terms and Conditions)

Experience with supplier management

Bachelors or Masters degree in supply chain business engineering or related field

Project planning and management skills (ex: MS Project EVMS)

Experience in working with development type of procurement and major subcontracts

Experience with reading and understanding drawings specifications and other engineering documents including complex SOWs

Experience with SAP and Microsoft Office Suite of Products

Experience with proposals from prospective suppliers and analyze cost/price technical capability and financial viability conduct investigations to ensure ability to perform within cost and schedule

Experience with written contractual authorization/vehicles including but not limited to Firm Fixed Price (FFP) Time and Material (T&M) Cost Plus Fixed Fee (CPFF) Cost Plus Incentive Fee (CPIF) and experience assessing proposal compliance (FAR 15.4)

Knowledge of EXIM procurements and all the rules and regulations involved in those situations

Experience with import/export regulations (ITAR/EAR)

Demonstrated knowledge / compliance with Federal Acquisition Regulations (FAR/DFARS)

The salary range for this role is 107500 USD - 204500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer including but not limited to the role function and associated responsibilities a candidates work experience location education/training and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including but not limited to individual performance business unit performance and/or the companys performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory the appropriate pay structure and benefits will apply.
