Job Summary

6 Months Contract With a Local Authority

Hybrid Role - 2days remote 3days in the office

40hrs/week

Summary:

This role involves managing the design delivery and maintenance of highway infrastructure services or projects. The position requires coordinating with officers and contractors to ensure projects are completed efficiently adhering to the Councils policies professional standards and legislative requirements. The role is crucial for overseeing reactive and winter maintenance regimes and ensuring projects meet time cost and quality constraints.

Responsibilities:

  • Manage the design construction and maintenance of highway infrastructure in line with corporate plans and regulations.
  • Ensure compliance with Construction Design and Management (CDM) 2015 regulations and Health and Safety standards.
  • Design engineering works considering technical options and contract specifications.
  • Supervise contracts and contractors preparing necessary documentation and monitoring performance.
  • Organize surveys and site inspections to assess asset conditions and provide technical guidance.
  • Manage and monitor revenue and capital budgets preparing management reports on costs and projections.
  • Prepare reports and communications for stakeholders regarding highway projects.
  • Oversee asset inventory management ensuring compliance with codes of practice.
  • Plan and conduct quality checks on services approving consultant and contractor designs.
  • Utilize engineering software for design construction and project management.
  • Supervise technical staff and agency consultants deputising for the line manager as needed.
  • Adhere to customer care guidelines and the Councils equal opportunities policy.


Requirements


  • Experience in managing highway infrastructure projects.
  • Knowledge of CDM 2015 regulations and Health and Safety standards.
  • Ability to design engineering works and manage contracts.
  • Proficiency in engineering software for project management.
  • Strong budget management skills.
  • Excellent communication skills for stakeholder engagement.
  • Ability to supervise staff and manage contractors.
  • Commitment to the Councils diversity and equal opportunities policies.
  • Willingness to work outside normal hours and in confined spaces if required.



Required Skills:

Requirements: Degree or HND in Building Surveying Construction Management or a related field or equivalent extensive experience in housing/property and planned works contract delivery. Knowledge of Social Housing Standards Decent Homes Standard HHRSR and landlord responsibilities. Experience and/or knowledge of CDM regulations and Health & Safety.
