Role Overview Group Compliance Officer (Global)

The Group is seeking a highly experienced Group Compliance Officer to lead and oversee its global compliance framework with a particular focus on US national security regulations export control laws and related agreements with public authorities.

The Group Compliance Officer will design implement and maintain a robust compliance programme that meets local national and international regulatory requirements working in close cooperation with the Group Security Officer CISO and Legal on topics such as US national security frameworks export controls and security clearance protocols.

This is a senior leadership role reporting to the Group General Secretary / Chief of Staff function (covering Legal Compliance CISO Security Quality HR and CSR).

Key Responsibilities

Compliance strategy & framework

  • Design implement and continuously enhance the global compliance programme.
  • Align the compliance strategy with the Groups business objectives risk profile and regulatory environment.
  • Lead compliance risk assessments across key jurisdictions (e.g. Europe UK US Middle East Africa and other strategic regions).

Regulatory compliance management

  • Monitor and interpret evolving local and international regulations industry standards and best practices ensuring compliance with applicable laws (e.g. anti-corruption anti-money laundering data protection export controls international sanctions).
  • Act as a trusted advisor to the Board Executive Committee and business units on regulatory trends compliance risks and mitigation strategies.
  • Oversee the preparation and submission of regulatory filings and reports and ensure adherence to all regulatory requirements.

Governance oversight & authorities

  • Ensure that appropriate governance structures policies and controls are in place to manage compliance risks across all entities subsidiaries and affiliates.
  • Coordinate closely with Legal Finance Risk Security IT and HR to ensure consistent application of policies.
  • Manage relationships with relevant authorities and agencies as needed in particular in France and other key jurisdictions.

US national security & export control frameworks

  • Ensure adherence to US national security regulations including (but not limited to) International Traffic in Arms Regulations (ITAR) Export Administration Regulations (EAR) and related US export control and sanctions regimes.
  • Lead efforts to assess and mitigate risks linked to US export control laws US/UK/EU sanctions and national security policies.
  • Oversee dealings with US national security and foreign investment review bodies (for example CFIUS Team Telecom or similar) ensuring that transactions (acquisitions joint ventures partnerships) are reviewed and structured in accordance with applicable requirements.
  • Contribute to the implementation of national security agreements Letters of Agreement (LoA) or other mitigation arrangements entered into with US or other public authorities translating their conditions into internal processes controls and reporting.

Security clearance & sensitive information

  • Ensure that employees and contractors working on projects with national security or export-controlled content hold the required security clearances and authorisations.
  • Oversee interactions with government agencies involved in the security clearance process.
  • Implement and monitor protocols to ensure that classified and sensitive information is handled stored and shared in accordance with applicable security standards.

Internal audit risk management & investigations

  • Lead or support risk assessments to identify vulnerabilities or gaps in the compliance framework.
  • Work with internal and external auditors to ensure that compliance with national security export control and sanctions requirements is appropriately tested and documented.
  • Lead and manage investigations into suspected compliance breaches or incidents ensuring proper documentation remediation and where necessary reporting to authorities.
  • Oversee whistleblowing and incident-reporting mechanisms.

Reporting documentation & international coordination

  • Provide regular high-quality reporting to the CEO Board of Directors and relevant Committees on the status of the compliance programme key risks remediation plans and major incidents.
  • Ensure that transactions projects or activities falling under national security or export control frameworks are adequately documented and when required reported to regulators or public authorities.
  • Coordinate with international teams to ensure that local compliance requirements are met in each jurisdiction and that global standards are effectively deployed.

Training awareness & leadership

  • Develop and deliver training programmes for employees management and key partners on compliance risks policies and best practices (with a focus on export controls sanctions data protection and national security topics).
  • Promote a strong culture of integrity and accountability working closely with business and functional leaders across regions.
  • Lead and develop a global compliance team fostering high professional standards continuous learning and alignment with the Groups strategic goals.

Skills & Qualifications

  • 1015 years of experience in Compliance / Ethics / Legal / Risk including several years in a senior leadership role within a multinational corporate environment.
  • Proven expertise in global regulatory frameworks such as:
  • anti-bribery and corruption laws (e.g. Loi Sapin 2 FCPA UK Bribery Act)
  • international sanctions regimes (EU / US / UK)
  • export control regulations (including ITAR EAR and related national export control regimes)
  • data protection and privacy (e.g. GDPR)
  • anti-money laundering requirements.
  • Experience managing compliance across multiple jurisdictions with a strong understanding of cross-border legal and regulatory challenges.
  • Demonstrated exposure to the implementation of US compliance and national security frameworks such as:
  • SOX-related controls
  • national security or mitigation agreements
  • Letters of Agreement (LoA) or similar undertakings with US authorities
  • participation in reviews involving CFIUS Team Telecom or equivalent bodies.
  • Strong leadership communication and influencing skills with the ability to work effectively with senior stakeholders including Executive Committee and Board members.
  • Proven ability to assess risk and design effective mitigation strategies in complex situations including grey areas where judgement and pragmatism are key.
  • High level of integrity ethical judgement and resilience with a genuine commitment to fostering a culture of compliance and transparency.
  • Fluency in English is required; proficiency in French or another major European language is an asset.

Education & Certifications

  • University degree in Law International Relations Political Science Business Security Studies or a related field (advanced degree preferred).
  • Professional certifications in export control sanctions national security or compliance (e.g. ECoP ITAR/EAR trade compliance sanctions) are a strong plus.
  • Experience in organisations exposed to national security export control and/or government-related regulations is highly value
