Title: Contract Program Manager (CPM)
Program: DHS Science & Technology Directorate Finance & Budget Division
Location: Washington DC (Telework within NCR with COR approval)
Clearance: DHS Public Trust (required prior to start)
Position Overview
The Contract Program Manager (CPM) serves as the single point of contact between the Contractor and the DHS Contracting Officer (CO) and Contracting Officers Representative (COR). The CPM is accountable for contract performance staffing continuity cost and schedule control reporting and risk management across all financial support task areas.
DHS designates this role as Key Personnel and replacement requires prior Government approval.
Required Qualifications:
- Bachelors degree (Business Finance Public Administration Management or related field)
- 8 years of experience managing federal government contracts
- 5 years serving as a Program Manager or Contract Program Manager on federal service contracts
- Demonstrated experience acting as single point of contact with a federal CO and COR
- Proven experience delivering:
- Monthly cost and performance reports
- Transition-In and Transition-Out plans
- Contract Management Plans
- Experience managing multi-functional teams supporting financial administrative or operations programs
- Strong command of Microsoft Office (Excel Word PowerPoint Teams)
- Ability to manage competing priorities in a fast-paced federal environment
- Eligible for and able to obtain DHS Public Trust clearance
- Willingness to work within DHS systems and policies (VPN DHS-issued equipment)
