OVERVIEW
Reporting to the Director Post-Collection Operations AB the Manager Common-Collection System - AB is responsible for supporting the contract management and evaluation of processing of Packaging and Paper Products (PPP) at various Receiving Facilities (RF) and Preconditioning Facilities (PCF) in Alberta and Yukon as per Alberta Regulation - Extended Producer Responsibility Regulation 194/2022 for Single-Use Products Packaging and Paper Products and Yukon Regulation OJ.C. 2024/19. This role will collaborate with communities and service providers contracted with CM for collection transportation and processing services.
RESPONSIBILITIES
- Develop subject matter expertise in the Alberta regulation for PPP particularly in relation to RF and PCF operations and any regulator rulings applicable.
- Understand and ensure compliance with the Master Service Agreements (MSA) and Statements of Work (SoW) for any post-collection services as necessary.
- Collaborate with Community Transition Collection Material Quality and National team members to ensure PPP collectors adhere to contracted and regulated operations and to achieve regulatory recycling targets.
- Contribute to the development of internal and external policies and procedures related to the implementation and optimizing post collection of both the Alberta and Yukon PPP programs.
- Monitor CMs relationships with key stakeholders within the post-collection system collaborate with the Community Transition and Common Collection team and escalate as appropriate to the Director Post-Collection Operations.
- Monitor CMs relationships with contracted service providers to identify and manage risks anticipate and resolve issues and manage disputes escalating issues to the Director Post-Collection as appropriate.
- Oversee stakeholder compliance with contract reporting.
- Schedule and complete visits with contracted RF and PCF operators to strengthen relationships and ensure contractual and regulatory compliance.
- Collaborate with other departments such as procurement and finance in relation to CMs relationships with service providers and assist in gathering reports and data from the RF and PCF operators as required for regulatory reporting compliance contractor billing or other internal program monitoring.
- Prepare accurate timely and data driven reports as required.
- Work with the Operations Alberta team to develop a comprehensive program to monitor and track post-collection operations across Alberta and the Yukon including site visit schedules and inspections data tracking contamination tracking and abatement plans site usage and volumes for rationalization purposes and feedback for Communications and Marketing.
- Participate in the development of a well-researched and planned annual operations budget to support operational activities and initiatives.
- Manage field services staff to ensure the effective fulfillment of site monitoring objectives while ensuring flexibility to respond to unplanned operations challenges and opportunities.
- Lead team development and staffing levels by collaborating with HR support services and provincial team lead.
- Identify implement and participate in studies and pilot projects in collaboration with Material Quality & Innovation and National team members.
- Other duties asmaybe requiredfromtime-to-time including attendance at events and third-party meetings as necessary.
QUALIFICATIONS
Education
- Post-secondary education in Environmental Science Business Administration or equivalent along with formal training in waste management contract management and negotiation skills (preferred).
- Continuing education and professional development in contract management and/or project management is an asset.
- Trained in the practical and advanced use of applicable software or related technological tools.
Experience
- 5 years of experience in managing waste management contracts including negotiating new contracts and change orders.
- 3 years of experience in collection or post-collection recycling management including Material Recycling Facility processing and end market management.
- 2 years of leadership or supervisory experience.
- 2 years experience in data strategy data management and data analysis.
Knowledge/Competencies/Skills
- Knowledge of waste management services and processes related to PPP materials.
- Proven experience in managing competing priorities with multiple stakeholders.
- Proficient in Microsoft Office 365 Visio SharePoint Teams Excel and Jira.
- Demonstrated ability to work in a dynamic environment where change growth and innovation are a constant.
- Excellent interpersonal influencing and negotiation skills with strength in tactfulness and diplomacy.
- Displays unquestionable integrity ethics standards and business practices aligned to the values of CM while holding others to the same.

WORKING CONDITIONS
- All CM employees work 40 hours per week remotely from a home office environment.
- This role requires field work. As a result there will be some variability in scheduling to accommodate operational needs.
- While this position is remote and based in Alberta the incumbent is expected to have a flexible work schedule requiring periods of extended working hours (evenings/weekends) to meet deadlines throughout the year.
- This role requires coordinating and meeting with internal and external stakeholders in multiple Canadian time zones.
- Remote and field work as needed throughout Alberta.
- A valid drivers license is required and valid vehicle insurance is required.
