Casual Hire appointments may last for up to 89 days for full-time employees and up to 1 calendar year for part-time employees.****

Duties and Responsibilities:

1. *Responsible for coordinating and supporting daily operations involved in the planning implementation and delivery of East Hawaii County 4-H programs.

2. *Serve as the primary contact specific to the East Hawaii 4-H Program in Hawaii County.

3. *Plans and manages East Hawaii County 4-H Program events day camps community outreach activities programs workshops and presentations. Support of the larger Hawaii County 4-H Program is encouraged as deemed appropriate.

4. Analyzes and evaluates programs for effectiveness with measurable outcomes.

5. *Provides training for 4-H Programs based on program and community needs.

6.* Provides guidance to support local 4-H Programs and volunteer leaders helping them develop organizational skills grow personally and understand state and county 4-H Program policies.

7. Supports resource organization and fosters new program development; communicates with stakeholders and facilitates online engagement while assisting in leadership development and volunteer recognition.

8. *Identifies the necessary resources for adult volunteer leaders; organizes volunteers to assist the county 4-H program needs

9. *Serves in an ex officio capacity on county and statewide 4-H Program affiliate organizations and committees as appropriate.

10. *Promotes develops and builds on the foundation of new 4-H Programs that are representative of the population.

11. *Supports the 4-H Program community through clubs and activities via phone calls emails and in-person visits as needed. Working with 4-H volunteers to plan and implement volunteer recognition programs.

12. *Provides and supports the community with information on 4-H Program curricula and resources; assists UH CTAHR faculty members to develop leadership skills in youth and volunteers; assists with creating online resources such as county websites social media newsletters and other digital platforms.

13. *Communicates 4-H Program activities and events with 4-H Program faculty stakeholders and volunteers to help maintain or improve the quality of the 4-H program.

14. Other duties as assigned.



Minimum Qualifications:

1. Possession of a baccalaureate degree in Education Agriculture or related fields or related field and 0 year(s) of progressively responsible professional experience with responsibilities managing the daily operations of extension and youth development programs such as events camps and outreach activities; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.

2. Considerable working knowledge of principles practices and techniques in the area of youth education and development as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts principles and methodologies.

3. Considerable working knowledge and understanding of applicable federal and state laws rules regulations and theories and systems associated with youth development programs.

4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.

5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.

6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.

7. Demonstrated ability to operate a personal computer apply word processing software and proficient in utilizing advanced computer software and digital tools for comprehensive word processing data management email communication and online research.

8. If applicable for supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.



Supplemental Minimum Qualifications:

1. Ability to travel independently to various geographical locations in a timely manner. Requirement may be fulfilled by a valid Hawaii Drivers license (class 3) comparable drivers license or other means of transportation which meets position needs.

2. Ability to lift carry or otherwise move supplies and equipment up to 40 pounds with or without assistance or utilizing appropriate methods (e.g. carts dollies or team lifts).

3. Ability to meet requirements for working with minors.

4. Ability to work non-standard hours to conduct and attend evening and weekend programs activities and meetings as needed.


Desired Qualifications:

1. Advanced knowledge and understanding of Human Development Education Agriculture Youth Development or related disciplines including current theories practices and research.

2. Demonstrated ability in designing implementing and evaluating 4-H Youth development programs with measurable outcomes.

3. Strong skills in volunteer organization recruitment training and management.

4. Expertise in program marketing and promotion including social media strategies community outreach and partnership building.

5. Demonstrated ability to plan present and effectively implement educational programs classes trainings or workshops tailored to diverse audiences.

6. Experience with livestock and horse educational programming.
