The City of Oakland is recruiting for one Supervising Civil Engineer within the Department of Public Works (OPW) four Supervising Civil Engineers within the Department of Transportation (OakDOT) and future vacancies in the Planning and Building Department (PBD). Positions within the Public Works Department (OPW) and the Department of Transportation (OakDOT) will lead the following sections:


Oakland Public Works Department (OPW):The department strives to maintain improve and preserve Oaklands infrastructure and environment for the residents businesses visitors and future generations of every neighborhood in our diversity.


Construction Management Division
Construction Management in OPW provides construction management and inspection services for Public Works capital improvement projects. The types of projects are sanitary sewer and storm drain improvements renovation and new construction of city-owned buildings including earthquake-damaged buildings fire stations libraries parking facilities and park and recreation facilities. The Supervising Civil Engineer manages a group of Resident Engineers and assists in problem-solving during the construction phase. An ideal candidate has working knowledge of civil engineering principles construction management duties and leadership and development of Resident Engineers.

Wastewater Engineering Management Division
OPW owns and operates over 930 miles of sewer mains ranging from 6 inches to over 66 inches in diameter 28500 sewer structures and 10 pump stations. Most of the system is more than 50 years old and some parts are as old as 100 years. The Wastewater Engineering Management Division includes engineering planning and design of the Citys public sanitary sewer system through its Capital Improvement Program implementation and oversite of the 2014 EPA Consent Decree for sanitary sewer overflows and management of the Private Sewer Lateral Permit Program. This position will supervise engineers and construction inspectors to ensure regulatory compliance and permit code compliance are met.

Department of Transportation (OakDOT):The departments mission is to envision plan build operate and maintain a transportation system for the City of Oakland and assure safe equitable and sustainable access and mobility for residents businesses and visitors.


Design & Pavement Management
The Design & Pavement Management section administers Oaklands pavement management program and is responsible for implementing the annual $60M pavement capital improvement program through pavement rehabilitation and preventative maintenance the course of maintaining Oaklands pavements the team is responsible for incorporating complete streets elements into pavement projects in order to implement citywide adopted bicycle and pedestrian plans.

Pedestrian Right of Way

The Supervising Civil Engineer for the Pedestrian Right-of-Way section oversees implementation of the $12M annual curb ramp and sidewalk capital improvement programs maintains standard details for pedestrian right-of-way facilities and ensures compliance with a federal Americans with Disabilities Act consent decree. The primary responsibility for the team is design of curb ramps and sidewalks projects. The sections function also includes management of Oaklands Notice to Repair ADA Access Request Buy-Sell-Repair and Sidewalk Assistance Programs.

Complete Streets Design
The Complete Streets Design Section is responsible for preparing design and construction documents for capital improvement projects that are major investments that will transform the right of way to encourage and facilitate walking biking and transit service.

Right of Way (ROW) Management and Engineering Services
The ROW Management Group leader administers Oaklands public space regulations by managing staff and operations at the OakDOT Permit Counter the Plan Review unit (three PEs) and construction inspectors. As the manager of the agencys eyes and ears in the field the Supervising Civil Engineer is an important liaison and advisor to OakDOTs Executive Management Team (EMT). The ideal section leader has expert level command of the Municipal Code and speaks for the agency in meetings with key stakeholders; including Oakland residents developers and public utilities.


Structures and Emergency Response
The Structures and Emergency Response section is responsible for the oversight and management of projects including the replacement rehabilitation and repair of existing bridges underpass/overpass structures retaining walls and public stairs. The section also investigates and designs remedies to address landslides and other events that adversely impact the right of way.

Multimodal Corridors-Signal Operations Group
The Major Corridors Multimodal Operations section is in charge of traffic signal timing and coordination design planning maintenance and operations.

What you will typically be responsible for:

Public Works Department:
  • Preparing complex engineering designs and economic analyses for large public works projects including the management of Capital Improvement Projects involving sewers storm drains and other public facilities.
  • Directing the examination of plans calculations and specifications of commercial industrial and apartment buildings for structural adequacy zoning and compliance with municipal codes and ordinances.
  • Directing the construction management inspection and material testing for the Citys capital improvement projects. Other additional duties include managing On-Call Consultants performing construction management work.

Department of Transportation:
  • Overseeing and managing a variety of capital right-of-way transportation and green infrastructure projects and plans to provide and ensure equitable affordable safe and healthy roads bridges streets and bicycle/pedestrian lanes to all Oaklanders.
  • Representing and furthering Oakland and the Citys commitment to racial equity in all transportation planning work.

Minimum Requirements for Application

This recruitment will produce two eligible lists. The restricted list will be for full-time permanent part-time or part-time City and Port of Oakland employees who maintain employment for the duration of the recruitment and pass all stages of the recruitment process. The open list will be for all other applicants who pass all stages of the recruitment process.


Education:
Bachelors degree from an accredited college or university in civil engineering or a closely related field.

Experience:

Five years of progressively responsible work experience in civil engineering including three years of supervisory or lead experience.

License or Certificate / Other Requirements:
Possession of a Certificate of Registration as a professional civil engineer in the State of California or the ability to obtain a California Registration by reciprocity from another state within six months of employment.

Successful incumbents in this position are expected to operate automotive vehicles in the performance of assigned duties. Due to the nature of the assignment and the hours worked public transportation may not be a cost effective or efficient method for traveling to the various locations required. Individuals who are appointed to this position will be required to maintain a valid California Drivers License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.

The Recruitment Process:



The City of Oakland works with a Civil Service system. Applicants apply online and HR staff reviews their experience education and training listed on the application against the minimum qualifications listed for each position.

Candidates who demonstrate that they meet the minimum qualification requirements are then invited to participate in an assessment process (or testing) to measure their knowledge skills and abilities in job-related areas.

Candidates who do not demonstrate that they meet the minimum qualification requirements will have an opportunity to request a final review. Candidates must request a final review within 5 business days of being notified that they did not meet the minimum qualifications.

In the final review candidates may clarify information already provided on their application. No additional work history education or certifications will be accepted. Any decisions made during this review process will be final.

For this recruitment all qualified applicants will be invited to the structured interview (sometimes referred to as an Oral Exam) (weighted 100%) which will be evaluated and rated by subject matter experts. The structured interview will be conducted as a one-way video interview where you will record your responses to a set of questions. You will have seven days from the time you receive the interview link to complete and submit your video responses. The tentative date of the structured interview is the week of February 2 2025.

Candidates who pass each stage in the process will be placed on an eligible list. Some candidates may receive extra points for example if you are a Veteran with an honorable discharge or if you are a current City of Oakland resident. If youre applying to a restricted posting and you are eligible as a current City employee you may also receive additional points for your City service. Extra points are only applied to passing scores so if you do not pass every element of the testing process you cannot use extra points to pass.
