JOB DESCRIPTION:

Lead the planning coordination and execution of independent User Acceptance Testing (UAT) for the Oregon State-Based Marketplace (SBM) solution.
Develop maintain and own the Independent Master Test Plan (IMTP) including risk identification test strategy entry/exit criteria and defect management processes.
Ensure all UAT activities remain independent from the system integrator preserving objectivity and compliance with RFQ requirements.
Collaborate with Oregon Health Authority stakeholders to validate business functional technical and regulatory requirements.
Oversee test case design test script development execution cycles and regression testing activities.
Manage UAT schedules milestones and dependencies in alignment with the overall SBM implementation timeline.
Monitor testing progress and quality metrics including test coverage pass/fail rates defect trends and unresolved issues.
Produce and present regular UAT status reports executive summaries and readiness assessments to Agency leadership.
Lead defect triage sessions prioritize issues based on business risk and track remediation through resolution.
Ensure testing aligns with HIPAA CMS MARS-E NIST 800-53 and State of Oregon security and privacy standards.
Coordinate with Agency staff vendors and external partners to resolve risks blockers and escalations promptly.
Provide final UAT sign-off recommendations and contribute to the Final UAT Summary Report prior to production go-live.

CERTIFICATIONS REQUIRED

International Software Testing Qualifications Board (ISTQB) Certified Software Tester (CSTE) Certified Information Systems Security Professional (CISSP) technical skills and experience with similar projects.
