DEFINITION
Under general direction of the Water Operations Manager and working through the Assistant Water Operations Manager coordinates and directs irrigation water deliveries by the Distribution System Operators (DSO); supervises trains and evaluates DSO performance; develops and implements water management programs designed to minimize spills and conserve water; assesses need and prioritization of repairs and maintenance of canals pipelines and other District facilities; monitors canal systems and pumps within assigned areas and coordinates water flows during both the irrigation and non-irrigation seasons.

This work is physical in nature and it is essential that the employee be physically and mentally able to work as outlined under the Typical Physical and Mental Activities section of this job description.

Assist the Water Operations Manager and Assistant Water Operations Manager in the development and implementation of goals objectives policies and priorities of the Ag Water Department.

Analyze and evaluate methods to measure water operations effectiveness performance and efficiency of operation. Suggest new methodologies to improve work output and products.

Assist in the preparation of progress reports on various operational activities.

Coordinate and direct through the DSOs the operations of the irrigation and Supervisory Control and Data Acquisition (SCADA) systems to ensure that water delivery requirements are met.
Direct and supervise DSOs involved in monitoring operation diversion and delivery of irrigation water to member agencies and customers through the Districts delivery system.

Coordinate direct and supervise DSOs involved with controlling ordering and allocating of water equitably in the Districts canal system in order to meet current and future water use throughout the Districts service area.

Confer with water users regarding irrigation practices and procedures.

Assist in overseeing and coordinating activities of division operations personnel to assist water users in applying efficient irrigation methods in order to reduce and control surface runoff.

Utilize the application of computer technology to monitor control collect and analyze water flow data and water duty.

Assist in the compilation updating and preparation of various reports and records maintenance of files and reviews other related data for accuracy.

Provide training of personnel in the performance of assigned duties while using safe work practices.

Assist the Support Services Department with coordination and scheduling of all necessary construction maintenance repair and replacement of water operation facilities to minimize impacts to District constituents.

Evaluate employee job performance and recommend personnel actions to the Water Operations Manager and Assistant Water Operations Manager such as promotions merit increases and disciplinary actions.

Working with water users and DSOs monitor evaluate discuss resolve and record situations involving waste of water and excessive use of spills and pumps.

Inspect canals ditches conduits pipelines control and side gates trash grates weir structures and such to insure proper operating conditions and settings by DSOs.

Supervise train evaluate and document work performance of supervised DSOs.

Develop management tools necessary to assure that the essential duties of assigned DSOs are being performed according to District rules.

Compile crop and water use reports spill charts and pump records to assess the potential for improvement to District operations.

Monitor all diversion points on a regular basis.

Assist the Water Operations Manager and Assistant Water Operations Manager in identifying and ascertaining needed repairs to District facilities and information required for the preparation of associated cost estimates.

Routinely monitor the canal systems of supervised DSOs and ensure that they are coordinating irrigation flows drainage runoff reclamation/lift discharges and deep well water with the irrigation flows therein to maximize system efficiency without excessive use of pumps and without causing abnormal delay to impacted irrigators.

Operate assigned vehicle using safe driving practices.

Communicate in English both orally and in writing over a phone and in person-to-person situations.

Monitor the activities and performance of District constituents and DSOs to ensure compliance with District policies rules and regulations

Work hours outside of normal business hours and on weekends and holidays

Ensure that the unauthorized actions of others and that waste of water situations do not result in delays to the delivery of water to District constituents.

Supervise and manage storm water and other permitted pumping agricultural and/or industrial discharge water.

Supervise and/or assist in coordination of the repair of pipelines laterals gates drops and other irrigation works of the District and their appurtenances.

Inspect construction work sites to insure compliance with District standards and use of safe work practices.

Perform other related duties as required and assigned.

Apprise the Water Operations Manager and Assistant Water Operations Manager of the need to meet major expenses for machinery supplies and material purchases.

Apprise the Water Operations Manager and Assistant Water Operations Manager of personnel and irrigator problems work inconsistencies and scheduling delays.

Note: Shares standby responsibility on an alternating basis with other assigned personnel in a supervisory capacity.

MARGINAL DUTIES AND RESPONSIBILITIES
Assist in investigating accidents and make recommendations to superiors.

Assist in the review of subdivision and other development plans to assure that the Districts interests are protected.

Assist in coordination activities of operations staff to establish and utilize water operation control systems using computers and support software programs.

Perform other duties as assigned.

SUPERVISORY RESPONSIBILITIES
Direct subordinate employees in the Water Operations Department. Assist Water Operations Manager and Assistant Water Operations Manager in the overall direction coordination and job performance of these units.

Carry out supervisory responsibilities in accordance with the Districts policies and applicable laws. Responsibilities include training employees; planning assigning and directing work appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Qualifications

QUALIFICATION REQUIREMENTS
To perform the job successfully an individual must be able to perform each essential duty satisfactorily. Education and Experience
Graduation from high school or the equivalent resulting in the award of a high school diploma or General Education Development (GED). Two (2) years of increasingly responsible experience pertaining to irrigation of crops methods of water distribution and irrigation water scheduling and delivery is preferred. Experience and familiarity with irrigation water conservation methods and programs general rules and regulations of the State and/or other regulatory authority with respect to the operation of an irrigation system and general rules and regulations with respect to the management and direction of employees supervised within a governmental agency.

Knowledge of:
Principles and practices of supervision; principles and practices as applied to water management storage distribution irrigation and drainage system; SCADA; electronic technology applicable to water monitoring distribution and irrigation operations;irrigation practices; water requirements for crops; gravity open flow systems; low head pipeline operations; water measurement techniques; record keeping practices; safe work practices; State of California Water Codes as applied to irrigation systems; methods of professional research and study; and preparation of written reports and correspondence.

Ability to
Supervise organize coordinate and control through subordinates of the Water Operations Department and in cooperation with SCADA staff; work without direct supervision;exercise sound judgment in coordinating the safety of personnel during emergencies;read understand and implement the District Rules and Regulations Governing the Distribution of Water and the Rules and Regulations Establishing the Essential Duties of DSOs;maintain effective relations with various agency representatives and District employees;train supervise and evaluate personnel; keep accurate records;plan future operational requirements;communicate effectively in English in writing over the phone and in person or in small groups;make oral presentations and prepare written reports; understand and assist in the enforcement of safety rules and regulations and work safety; be prompt and regular in attendance; and work courteously and cooperatively with District employees public and private agency representatives landowners water users and the general public; work under inclement weather conditions.

Licensing
A valid driver license issued by the State of California Department of Motor Vehicles is required.

Tools and Equipment Used
Personal computer keyboard monitor telephone calculator construction plans computer printouts reference books manuals desk pen pencil and filing cabinet. Ability to proficiently use software that is on a Windows based platform utilizing Microsoft Word Excel and Access Spreadsheets. Ability to use the Internet and email is also a required proficiency component of the job.

Language Skills
Ability to read analyze and interpret common scientific and technical journals construction plans specifications and legal documents. Ability to respond to inquiries or complaints from customers regulatory agencies or members of the business community. Ability to write speeches for presentations that conform to prescribed style and format. Ability to effectively present information to the Board of Directors District managers public advocacy groups landowners water users public and/or private agency representatives and the general public.

Mathematical Skills
Ability to apply mathematical concepts such as arithmetic measures and weights ratios rates proportions percentages exponents practical algebra permutations and geometry. Ability to apply mathematical operations to daily tasks including but not limited to frequency duration allocation distribution area volume flow measurement etc.

Reasoning Ability
Ability to define problems collect data establish facts and draw valid conclusions. Ability to interpret a variety of technical instructions in mathematical or diagram form.
Other Skills and Abilities
Some travel by air or land transportation outside of the service area to allow for field visits training or observation of construction projects water operations and supervisory techniques in other similar and/or applicable environments and organizations.

NECESSARY SPECIAL REQUIREMENTS

Must provide two forms of identification for proof of citizenship.

Possession of an appropriate valid California Driver License and a good motor vehicle driving record as evidenced by freedom from multiple or serious traffic violations or accidents for at least two (2) years duration. The driving record will not contribute to an increase in the Districts automobile insurance rates.

A Department of Motor Vehicles Drivers Record Information printout will be required at the time of hire.

Pass a chemical and physical examination upon the offer of employment but prior to the time of hire.

Residing within the boundaries of the District is preferred in order to provide timely responses to emergencies and in order to minimize District communication and vehicle costs

WORK ENVIRONMENT

The work environment characteristics and typical physical activities described here are representative of those an employee encounters while performing the essential functions of this job. Make good judgment decisions involving the use of safe and proper work procedures relative to the order in which irrigation deliveries are accomplished and in the resolution of irrigation related conflicts.

While performing the office duties of this job the employee is frequently required to sit at a desk or workstation and to use hands and fingers to operate a computer keyboard.

In a sitting position operate District vehicles to patrol ditches pipelines and other conduits and facilities and to travel along irregular terrain to reach major diversion and control structures for assigned area. Areas traveled vary greatly from place to place subsequently the employee may in addition to dust and noise be exposed to violent shaking and jarring due to rough and rutted roadways. Operation of District vehicles may total approximately 6 to 8 hours or more per day. Such operations and sitting frequently involve intermittent pulling gripping grasping twisting of the wrists and elbows and extensive neck motion and flexion.

Employee may stand intermittently for durations up to 10 to 15 minutes or more at each occurrence for approximately 4 to 5 hours or more per day. Standing will occur intermittently with walking sitting kneeling squatting and climbing.

Job requires intermittent walking for brief to moderate durations for a total of 2 to 3 or more hours per day. Distances walked will range from a few feet to as much as a few miles at each occurrence. Walking surfaces will often be irregular sloping wet to dry smooth to broken and over and across narrow walkways.

In performance of tasks such as opening and closing irrigation gates and insertion and removal of weir boards the employee will find it necessary to kneel squat and climb and to push and pull. Each such demand is intermittent and totals 15 to 20 minutes or more per day. These functions will be performed on a variety of work surfaces including dirt pavement and metal grating and may occur on sloping and narrow surfaces requiring a great deal of balance.

Occasionally it will be necessary for employees to lay on their back/stomach and to crawl especially when they have to reach something in a canal or get under a farmers fence enclosure.

Movements such as reaching pushing/pulling twisting bending stooping lifting carrying gripping and grasping are frequently performed and will each total approximately 1 to 2 or more hours per day. Tasks such as pulling debris opening and closing cattle gates opening and closing large canal gates and pulling weir boards frequently require that these movements be performed in conjunction with one or more of the others.

Additionally the employee may also use his hands and arms as well feet and push and pull the above-described tasks.

Twisting of the wrist and elbows the upper torso and knees and ankles will occur when the employee performs routine tasks such as the manipulation of gates that are of the larger variety.

Some bending of the wrists may be repetitive in nature for brief to moderate periods of 10 to 15 minutes or more. Bending of the knees and ankles will total approximately 10 to 12 hours per day with intermittent brief to continuous movement occurring throughout the day.

Stooping or bending at the waist may be performed while the employee is in a great many positions including standing kneeling and squatting. The duration of such movements range from 1 to 5 minutes or more at each occurrence.

Most lifting will be performed in conjunction with reaching pushing pulling stooping and gripping and grasping will generally involve weights of less than 50 pounds however the employee may lift weights up to a maximum of 60 pounds. The employee may hand-carry items over a variety of surfaces ranging from smooth and level to sloping and broken dry to wet. The items carried will normally be less than 20 pounds however they may range up to 60 pounds. Distances traveled while carrying will not normally exceed 50 feet when at heavier loads however on occasion the employee may carry lighter items up to as much as one-quarter of a mile.

Gripping and grasping will primarily be of a firm nature for brief to moderate durations ranging for up to 5 minutes at each occurrence.

The employee will perform intermittent finger manipulation and some fine finger dexterity movements when using the phone and to complete written reports. Such movements will total about 2 to 3 hours or more per day.

Continuous normal or corrected-to-normal hearing and vision are required to perform the tasks associated with this work.

Read write and speak in English at a level sufficient to communicate effectively over the phone in person and in small groups.

Read understand and follow instructions.
