SCOPE OF WORK: Supervises building electrical and mechanical and grounds maintenance operations and staff; coordinates construction and maintenance projects; develops and implements routine and preventative maintenance programs; oversees maintenance expenses; and engages in long-term facility planning. This position reports to the President at River Valley Community College.
ACCOUNTABILITIES:
- Manages operations of the physical plant and grounds including routine and preventative maintenance custodial functions repairs renovations and special projects of the Claremont campus Keene and Lebanon Academic Centers;
- Defines and maintains the process for onsite asset management including equipment in the classrooms at the Claremont Keene and Lebanon sites;
- Manages the onsite implementation of technology projects as designed and provided by the System Office
- Coordinates the service availability of site compliance components such as Rave and Exaqvision;
- Coordinates contracted services for maintaining and repairing facilities and grounds and works with the President in the oversight of contracted staff;
- Ensures the cleanliness and maintenance of buildings and grounds in the absence of facilities staff by performing general building and grounds maintenance functions including but not limited to; custodial work (cleaning classrooms labs bathrooms and offices) groundskeeping and landscaping (plowing/shoveling/snow blowing) and mechanical work;
- Prepares the annual maintenance budget and manages expenditures within the budget. Oversees and expends all monies earmarked for building grounds and custodial maintenance and ensures that all products purchased are adequate for the job at hand and that prices paid are not excessive. Develops and implements methods for improving operating efficiency.
- Prioritizes maintenance projects and establishing completion dates monitoring the status of projects and providing project updates to the CAO and reviewing the daily/weekly activities of facilities staff.
- In collaboration with the President assist in the development and oversight of long-range planning activities and capital budgets as they relate to future facility needs. Hires supervises trains and evaluates staff and coordinates the daily work activities including directing staff in operating the Colleges HVAC electrical plumbing and mechanical and other functional systems. Conducts staff performance evaluations as required by the CCSNH;
- Implements and evaluates maintenance programs to ensure the efficiency of the operating systems including plumbing electrical HVAC generators water supply safety/security alarm and distribution systems;
- Establishes and maintains policies and procedures for the handling of unforeseen or emergency situations to ensure the safety and well-being of employees and students and to minimize potential risks to plant and property.
- In collaboration with Campus Security this position is responsible for the coordination of safety and security of the building and other initiatives with local police fire and recreation departments.
- Coordinates with Leadership Team and/or Campus Security to ensure safety and security procedures are followed.
- Observes sound safety practices and reports safety concerns to Administration in a timely manner and responds to emergency calls to maintain safe and proper operating conditions;
- Oversees the public access and usage of College facilities and coordinates usage with staff and/or faculty;
- Coordinates on-the-job training including annual safety training sessions for staff in such areas as safe operation of vehicles hazardous materials and other physical plant safety issues;
- Serves on and leads college or system committees as assigned;
- Complies with all college system state and federal rules and regulations;
- Other duties as assigned.
MINIMUM QUALIFICATIONS:
Education: Associates degree from a recognized college or technical school with a major study in a building trade(s) engineering building construction or facility management or technical training or education equivalency.
Experience: Five (5) years experience in building maintenance construction or in a building trade including two years experience in a supervisory and/or project management capacity. Each additional year of approved work experience may be substituted for one year of formal education.
PREFERRED QUALIFICATIONS: Licensure or certification in at least one of the following: electricity HVAC or plumbing. Knowledge of and experience in HVAC plumbing or mechanical engineering technology and project management. Ability to construct and interpret building plans sketches and drawings.
License/Certification: Certification/licensure in one or more building trade Possession of a valid drivers license and/or access to transportation for statewide travel.
RECOMMENDED WORK TRAITS: Considerable knowledge of the maintenance and repair practices in the fields of plumbing carpentry masonry electricity painting steam-fitting and aerial lifts. Considerable knowledge of the needed safety precautions attendant to those trades. Skill in mathematical computation sufficient to measure and compute materials and costs of repair projects. Skill in transferring knowledge of codes statutes and regulations to practical situations. Skill to interpret schematic drawings and plot plans. Ability to schedule and supervise the work and training of trades and plant operations personnel. Ability to maintain accurate and current records. Ability to establish and maintain effective working relationships with employees contractors and the public. Some experience with project and task management and assessment of quality delivered. Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the college appointing authority.
