Description
Under general supervision of the Utility Operations Supervisor the Electric System Operator is responsible for the safe and reliable operation and control of the City of College Stations (COCS/CSU) electric system including all aspects of switching system configuration and system monitoring in compliance with the North American Electric Reliability Corporation (NERC) standards. The ESO also provides the dispatch function for the Citys Water/Wastewater utility operations and serves as a point of contact between customers and the various utility operations. This role supports 24-hour system monitoring and operations in 12-hour rotating shifts.
Principal Duties
- Monitor and operate Electric transmission and distribution systems according to regulatory protocols and standards of the City of College Station Federal Energy Regulatory Commission (FERC) NERC Electric Reliability Council of Texas and Texas Reliability Entity.
- Maintain outage management system (OMS) by assigning incoming trouble work to appropriate personnel; prioritizing outages to optimize available resources; managing the after-hours call out process; entering outage information and providing CSU staff and customers with timely and accurate restoration information.
- Schedule coordinate and direct personnel in the performance of routine and emergency switching for substations and transmission and distribution lines including planning and issuing switching orders as required for scheduled outages and taking mitigation actions following unscheduled activities.
- Record all activities in the Operators Log including system operations trouble calls switching orders and subsequent issuance of clearance for work on the electrical system. Prepare a variety of operating reports and maintain an accurate and complete log of daily activities and service disruption information.
- Coordinate various electric water and wastewater system devices and equipment activities. Maintain consistent radio and telephone contact with field personnel. Provide directions for troubleshooting and resolving electric distribution issues as needed.
- Maintain electric water and wastewater system awareness by analyzing and appropriately responding to Supervisory Control and Data Acquisition Systems (SCADA) alarms. Monitor the physical security of Electric and Water facilities and report any intrusions or suspicious activities to the proper authorities.
- Provide service excellence when assisting customers with problems complaints and informational requests. Coordinate the appropriate measures to expedite solutions to customers needs. Interactwith Operations Center personnel and maintain working relationships with other operations centers and service center personnel.
- Complete and distribute required reports for the electric water and wastewater systems. Maintain databases including system outages customer counts and work orders. Provide feedback to data maintenance support personnel regarding changes missing devices incorrect predictions OMS.
- Perform other duties as assigned.
Qualifications
Required:
High School Diploma or G.E.D. and one (1) year additional college or technical training related to area of assignment and two (2) years of progressively responsible experience related to area of assignment; or an equivalent combination of education and experience
NERC Transmission Operator or Reliability Operator certification or the ability to attain certification within eighteen (18) months of hire; must maintain the certification for continued employment
Knowledge of Microsoft Office suite applications and database computer programs
Ability to work rotating shifts including nights holidays and weekends on a system operating 24 hours a day 7 days a week
Ability to effectively communicate both verbally and in writing
Preferred:
Associatedegree or higher in a technology field
Two (2) years of experience with an electric utility
Familiarity with Milsoft Outage Management system and/or automated metering systems

Drug Screening: Due to the safety and/or security sensitive nature of this position individuals shall be subject to pre-employment or pre-placement drug and/or controlled substance testing as outlined in City policy.
Uncertified pay range: $26.85 - $29.54
Certified pay range: $40.27 - $44.30
