About the Role
The Senior Director of Homeless Services Programs Loudoun serves as a critical member of Shelter Houses Senior Leadership Team. This role oversees Shelter Houses expanding portfolio of Homeless Services programs in Loudoun County including:
- Loudoun Homeless Services Center including emergency hotel overflow
- Permanent Supportive Housing and Rapid Re-Housing Programs
- Drop-In Centers
- Hypothermia Shelter
As Shelter House continues to pursue new opportunities to meet the needs of the Loudoun community this role will support additional programming and play a key role in launching new initiatives.
The Senior Director maintains strong working knowledge of best practices in homeless services including prevention and diversion sheltering and housing programs. This role also requires a deep understanding of Shelter House policies processes priorities cultural norms and values as well as the ability to build strong collaborative relationships with staff leadership county partners and nonprofit stakeholders.
Key Responsibilities
- In coordination with the Chief Program Officer and Shelter House Leadership and Executive Teams contribute to the overall development strategic planning service delivery and management of homeless services programs.
- Provide direct supervision coaching and support to Homeless Services Program Leaders including assistance with staff and program performance challenges.
- Oversee the coordination integration and delivery of homeless services programs grants contracts and related services while ensuring funder and stakeholder expectations are met.
- Partner with the Director of Data Analytics and Insights and the Grants Manager to analyze data inform decision-making and meet grant reporting requirements.
- Use data to evaluate programs and identify emerging needs service gaps trends and client feedback; support program leaders in making necessary adjustments.
- Foster a high-performing values-driven culture aligned with Shelter Houses core values.
- Establish annual program department and staff goals and track performance against objectives.
- Maintain current knowledge of homeless services trends best practices and emerging models including Housing First Rapid Re-Housing trauma-informed care and harm reduction.
- Support program leaders in monitoring budgets and spending in partnership with Finance and the Chief Program Officer.
- Translate policy into clear accessible processes that support programmatic and client outcomes.
- Ensure staff have access to up-to-date forms regulations guidelines and training materials.
- Under the advisement of the Chief Program Officer implement Shelter Houses strategic plan and develop new initiatives aligned with the organizations mission.
- Serve as liaison to key government agencies particularly the Loudoun County Department of Family Services.
- Represent Shelter House on committees task forces and at speaking engagements conferences and trainings.
- Assist with responses to RFPs and RFAs in partnership with Development and management staff as needed.
- Determine staffing structures and participate in hiring decisions for new program staff.
- Proficiently use Microsoft products as part of daily work responsibilities.
- Perform other duties as needed to support effective operations of Homeless Services Programs.

Required Qualifications
- Minimum of four years in the human services field plus at least four years of leadership experience in a nonprofit government or philanthropic organization overseeing multiple programs or contracts
- Experience working with individuals experiencing homelessness and victims of domestic violence
- Working knowledge of data analysis and performance and operational metrics
- Strong organizational and leadership skills
- Excellent interpersonal and public speaking abilities
- Sound decision-making and problem-solving skills
- Bachelors degree in human services or a related field or commensurate experience
- Valid drivers license and reliable transportation
- Willingness to work evenings and weekends as needed
Preferred Qualifications
- Masters degree in human services or a related field
- Experience leading or supporting programs serving individuals and families at risk of or experiencing homelessness
- Experience using Microsoft Office tools such as Outlook OneDrive and Calendar
Physical Requirements

- Ability to sit or stand for extended periods
- Ability to lift items weighing 10 to 20 pounds
Requirements - Bachelors degree in social work human services public administration or a related field (Masters degree preferred).
- Minimum of 5 years of experience in homeless services program management or human services leadership.
- Proven experience in developing and managing programs focused on homelessness prevention and intervention.
- Strong understanding of community resources federal and state regulations related to homelessness.
- Exceptional leadership mentoring and staff development skills.
- Excellent communication skills both written and verbal.
- Ability to analyze data and use it to drive program improvements.
- Strong organizational and time management abilities.
- Valid Drivers License and the capacity to travel within the Loudoun County area.
- Willingness to work flexible hours including evenings and weekends as needed.
Preferred:
- Experience in developing partnerships and coalitions to enhance service delivery.
- Advanced knowledge of trauma-informed care principles.
