The Program Manager for Permanent Supportive Housing (PSH) Division is responsible for the overall implementation coordination and daily operations of supportive housing services within The ARCHES Project. This position provides leadership and oversight for three PSH sites Redwood Crossings Sequoia Crossings and Yaquina Hall all of which are staffed 24/7. Given the needs of these sites the Program Managers schedule will potentially include evenings weekends and holidays.
Using a Housing First and trauma-informed approach the Program Manager ensures that chronically homeless individuals have access to permanent housing opportunities supported by comprehensive wraparound services. This role is responsible for the administration of PSH grants funded by state federal and private partners ensuring full compliance with all funding requirements.
MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge skill and/or ability required.
EDUCATION and/or EXPERIENCE
- Bachelors degree in Administration Social Services or a related field;
- Two years of experience in administration or program management/coordination in a social service or community services
- Four years of supervisory experience.
- Equivalent combination of education and experience may be considered.
- Experience with training and meeting the needs of vulnerable clients required
CERTIFICATES LICENSES REGISTRATION
- Driver qualifications are required for this position. Valid driver license insured vehicle available for use on the job and a satisfactory drive record for the previous three years are required.
- Candidate must pass a comprehensive MWVCAA background screening prior to employment.
- Basic Life Support/First Aid Certification is required within first 30 days of hire.
- Candidate must pass pre-employment and random drug screens.

- Collaborates closely with Salem Housing Authority and community service providers to build and maintain a comprehensive menu of support and opportunities that help PSH residents achieve their goals
- Participates as an active member of the Resident Advisory Council alongside Salem Housing Authority staff and program participants to inform and adjust service offerings.
- Works in partnership with Salem Housing Authority to support tenant compliance and success.
- Implements program changes effectively and communicates updates clearly to all relevant staff partners and stakeholders.
- Establishes clear expectations for new staff and provides ongoing coaching guidance and professional development to support staff success in their roles.
- Develops and maintains program processes workflows and work plans that align with best practices and program goals.
- Conducts regular one-on-one meetings with staff to review resident assessments case plans progress and service strategies providing feedback and monitor outcomes.
- Supports staff in problem solving and resolving resident conflicts offering guidance in trauma-informed and Housing First-aligned approaches.
- Adjusts program services procedures and workflows as needed informed by resident feedback staff input and emerging program trends.
- Responds to on-site emergencies and crises as needed to ensure the safety and well-being of residents and staff.
- Oversees day-to-day site operations and facility maintenance for PSH locations serving as the primary liaison between MWVCAA and Salem Housing Authority.
- Prepares high-quality written reports required by internal leadership agency standards and external funding partners.
