The Administration for Childrens Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child juvenile justice ACS oversees detention placement and programs for youth in the community.
The Office of the General Counsel (OGC) provides legal representation and advice to the Commissioner and all divisions at ACS. OGC identifies areas of legal vulnerability and coordinates with other Divisions to ensure compliance with court orders consent decrees and other legal and regulatory mandates. OGC also works closely with the NYC Law Department to minimize risk and avoid litigation and defend ACS in class action and individual lawsuits. OGC is comprised of six legal units and two non-legal units.
ACS Office of Labor Relations advises ACS management and program directors on labor relations and union related matters as well as represents ACS in Step II grievances appeals and issuing determinations on these matters. ACS Labor Relations represents the Agency at Step III and liaises with City Office of Labor Relations at arbitration.
Responsibilities of the Office of Labor Relations include conducting research developing contract proposals for collective bargaining negations and acting as the agency liaison to the City Office of Labor Relations. Labor Relations also maintains collaborative relationships with unions and labor organizations representing ACS employees and resolving labor- management supervision with some latitude for independent judgment and un-reviewed action and decision making the Hearing Officer/Community Coordinator candidate will perform complex work utilizing labor knowledge judgment and experience within the Administration for Childrens Services Office of Labor Relations.
Tasks include but are not limited to the following:
-Evaluate and assess client and employee inquires and complaints by interfacing with employee management other appropriate programmatic support units (e.g. Office of Human Resources Office of Equal Employment Opportunity etc.) reviewing records in order to ensure employee rights are provided for or maintained. Make recommendations as necessary under supervision.
-Draft letters/memos/recommendations/other correspondence by gathering and assessing required information and under supervision and exercising judgment and discretion to communicate information needed to address and respond to Step II and Step III hearings. Compile documents related to the legal and contractual proceedings.
-On occasion represent ACS Labor Relations at meetings by conveying and receiving information in order to make others aware of unit activities and to report contents of meetings to supervisor Investigate conducting hearings and providing written responses to Step II grievances.
-Represent ACS at Step III hearings presenting the Agencys case and negotiating settlements where warranted.
-Work closely with the Mayors Office of Labor Relations and representing the Agency at arbitration hearings.
-Investigate and provide timely responses to inquiries on labor issues including health and safety.
-Provide advisory assistance to program directors administrators and others on issues pertaining to collective bargaining agreements agency policies and procedures and other City rules and regulations; and
-Represent the Agency at labor management meetings hearings and collective bargaining negotiations.

Qualifications :
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least one year of experience as described in 1 above.
