Job Summary:
City of Baltimore Mayors Office of Employment Development:
The Mayors Office of Employment Development (MOED) coordinates and directs workforce development initiatives that are responsive to the needs of Baltimore City employees and job seekers to enhance and promote the local economy. At MOED we view our mission broadly to delivereconomic justiceto our city. To useconomic justice means creating an equitable workforce system for all residents especially those who have been generationally and systemically disadvantaged one that is responsive to their needs and ensures viable economic opportunities. Position Overview:
The MOED is a community partner with the court-focused program Baltimore City District Court Re-Entry Project (DCREP). This program was founded by the Honorable Nicole Pastore who serves as the DCREP Coordinating Judge. DCREP is designed to simultaneously reduce criminal recidivism in Baltimore City while providing participants with a path to accessible training and employment opportunities. While helping participants acquire jobs with steady incomes to support their well-being DCREP gives individuals specifically those burdened by a criminal record desperately needed access to jobs and education.
As a result of this community partnership the MOED is seeking a Job Developer to assist justice-involved participants with securing unsubsidized employment. This position is supervised by the MOED Project Lead who is responsible for ensuring alignment and coordination between MOED and DCREP and other Team members of the program.
Essential Functions:
  • Communicate with Probation Agents and Pre-Trial Agents regarding the progress of DCREP Participants.
  • Collaborate frequently with DCREP Team Members including but not limited to attendance at monthly DCREP docket meetings via Teams.
  • Promote DCREP in community outreach meetings that endorse the socially inclusive and politically non-partisan mission of DCREP.
  • Demonstrates ability to obtain labor market information.
  • Utilizes local labor market information to target new businesses and employers.
  • Identifies business employment and training needs required with changing labor market trends.
  • Conducts job matching activities for jobseekers.
  • Conducts job development for targeted populations.
  • Produce monthly reports including Number of business contacts business contact information industry information services provided Number of job orders (received filled) & Customer referral information.
  • Analyzes current marketing strategies MOED strategic plans and uses various methodologies such as focus sessions surveys etc. to make ongoing recommendations to achieve and exceed marketing objectives.
  • Market business services utilize all available resources to facilitate the placement of training and/or job-ready candidates.
  • Ensures placement goals are met each month.
  • Represents MOED and/or provides participation at functions of trade organizations professional societies merchant associations vendor open houses and community events. Maintains effective working relationships with businesses MOED partners and other city agencies.
  • Assists in the development and delivery of specialized sales presentations for employer services upon request i.e. job fairs mass recruitments virtual pre-screening workplace assessments etc.
  • Performs other duties as assigned
Minimum Qualifications:
Education:None

Experience Requirements
  • Minimum of three (3) years of professional experiencein workforce development job development employer engagement business services sales recruitment case management or a closely related field.
  • Experience working with justice-involved individuals individuals with barriers to employment or other targeted populations is strongly preferred.
  • Demonstrated experience developing and maintaining relationships with employers community partners and workforce development stakeholders.
  • Experience conducting job matching job placement and employer outreachactivities.
  • Experience utilizing labor market informationto identify employment opportunities and industry trends.
  • Experience preparing reports tracking performance metrics and meeting monthly placement goals.
  • Experience working collaboratively with multidisciplinary teams including public agencies court systems or human service providers is preferred.
Knowledge Skills & Abilities:
  • Knowledge of the agencys mission and all services available throughout the agency.
  • Effective communication skills with a variety of populations which may include court system personnel service providers and criminal participants.
  • Ability to establish and maintain productive working relationships with employers employees training vendors co-workers and workforce development partners.
  • Demonstrated skills and ability to use effective marketing and salesmanship techniques.
  • Strong communication skills ability to use virtual platforms demonstrate effective communication orally and in writing (with an emphasis on business writing) and to analyze written reports and materials.
  • Strong presentation skills ability to speak persuasively and to close a deal.
  • Ability to research businesses business-related data and labor market information.
  • Ability to prioritize assigned tasks and handle multiple tasks.
  • Ability to perform as a member of a team to assure project completion.
  • Ability to recognize business-related problems and facilitate resolution.
  • Must be computer literate and familiar with word processing spreadsheet and database applications (i.e. MS Word Excel Access Google Docs etc.).
Additional Information
Background Check
Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed.
Probation
All persons including current City employees selected for this position must complete a mandatory six-monthprobation.
