Job Summary

  • A university degree in business administration public administration political science or a discipline as required by area of specialization. A graduate level degree in one of these disciplines is preferred.
  • Minimum of seven (7) years of progressively responsible experience in a combination of: strategic/operational business planning working with corporate performance measures and budgets policy development and leadership and project management experience.
  • Must have two (2) years progressively responsible supervisory experience.
  • Experience working within a public sector environment would be an asset.
  • Professional or technical designations such as PMP or CPA or similar would be considered an asset.
  • Expertise in session facilitation with multiple stakeholders.
  • Expertise in research and development.
  • Experience building and leading teams and/or collaborations.
  • Strong communication and presentation skills.
  • Strong prioritization and decision-making skills.
  • Project management experience and skills.
  • Experience working in a fast-paced agile environment.

Hours of Work:
33.75 hours per week Monday Friday. Hours of work may be subject to the terms and conditions of a variable hours of work program.

Salary Range:
21M Salary Grade: 032 $54.15 - $69.11 (Hourly) $3655.50 - $4664.90 (Biweekly) $95407.57 - $121754.54 (Annually). The rates quoted are in accordance with a collective agreement between the Union and the City of Edmonton.

The Edmonton Police Service (EPS) requires a highly effective leader to manage the Research and Innovation Section within the Strategy and Innovation Branch. This role will be responsible for the management and prioritization of research and innovation at EPS. This will include leading and coordinating relevant EPS research internally and externally. It will also include leading strategic foresight employee innovation and evidence-based decision making at EPS. This role will manage the work of the Research and Innovation team.

Responsibilities will include:

  • Lead research and innovation functions to establish EPS as a forward-thinking police service.
  • Lead the research and innovation team including capacity building supervision and other people management functions.
  • Oversee strategic foresight activities to ensure EPS is using leading ideas to anticipate and better prepare for change.
  • Oversee employee innovation including formal programs to gather develop and test ideas that impact the programs and services EPS delivers.
  • Lead research related to strategic initiatives being planned and implemented at EPS.
  • Lead jurisdictional scanning through close relationships with other similar police services.
  • Oversee the Research Community of Practice and the Research Advisory Council.
  • Maintain strong working relationships with current operational and investigative police members to solicit ideas and feedback with respect to finding solutions to existing challenges/gaps.
  • Develop concise briefing notes and reports to document and communicate the findings and recommendations of research studies to internal and external stakeholders including executive members and the Edmonton Police Commission.
  • Effectively integrate innovations and research into relevant work areas of the EPS to ensure sustainability.
  • Keep current with criminological and policing research and innovations.
  • Coordinate prioritize and manage externally led research requests and proposals.
  • Performing other related duties as required.
