Job Summary

Title:Director ofHuman Resources

Reports to:Superintendent of Schools

Supervises: Exercises supervision at the discretion of the Superintendent over district licensed and classified personnel and human resources.

Purpose and Objectives of the Position: The Human Resource Director assists the Superintendent in the task of providing leadership in developing achieving and maintaining the best possible educational programs and services for the district. The Human Resource Director will also direct and manage district personnel activities including resource management practices and recruitment and staffing.

Major Responsibilities and Duties:

I. School Organization:

  • Ability to assist in the determination of types of programs needed by the schools and make appropriate recommendations.
  • Ability to report on the status of district programs and services at the request of the Superintendent.
  • Ability to communicate to the Superintendent the requirements and needs of the district as perceived by staff members.
  • Ability to supervise and confer with appropriate administrators on matters of concern.
  • Ability to cooperate with staff to accomplish the mission of the school district.

II. Student Management:

  • Ability to support district rules for conduct.
  • Serve as Suspension/Expulsion Chair.
  • Coordinate district efforts to ensure the safety and well-being of students and staff.

III. School and Community Relations:

  • Provide a communication channel with principals teachers staff parents and the community.
  • Interpret the programs philosophy and policies of the district to staff students and the community at large.
  • Maintain liaison with social professional civic volunteer and other community agencies and groups having an interest in the schools.
  • Demonstrate skill in conflict resolution with administrators parents teachers staff and community.

IV. Personnel/Benefits Management:

  • Supervise the employee benefit/health insurance program as directed by the Superintendent.
  • Contact retirees regarding benefit/health insurance changes.
  • Serve as the KPERS Designated Agent for the district.
  • Manage the workers compensation disability and FMLA programs for the district.
  • Attend teacher contract negotiation meetings as needed and prepare such reports as the Superintendent may request.

V. Employment:

  • Prepare and place advertisements for personnel vacancies.
  • Ensure reference checks on all prospective job candidates.
  • Recruit new teachers to the district by attending job fairs visiting college campuses and participating in student teacher seminars.
  • Interview and recommend new teachers to be hired by the Board of Education.
  • Work with Principals to fill vacancies and recommend employment termination.
  • Provide an aggressive program for recruiting high qualified licensed and classified staff.
  • Oversee the district application and screening process.
  • Coordinate the substitute teacher program for the district.

VI. Employee Relations:

  • Implement policies and oversee processing of employee complaints and/or grievances.
  • Supervise the notification of licensed staff as to licensure requirements and renewals.
  • Facilitate personnel transfers and employee assignments within the district.
  • Assist and advise administrators in the resolution of employee grievances.

VII. Legal:

  • Ensure compliance with state laws and regulations concerning licensure of personnel.
  • Remain informed of new state and federal requirements for school personnel.
  • Review updates in the district policy manual that covers personnel in the district.
  • Assist in conducting due-process procedures.
  • Administer the districts Family Medical Leave Act for all employees.
  • Ensure compliance with federal personnel laws and regulations.

VIII. Records:

  • Monitor exit interviews with exiting personnel and analyze the causes for staff turnover.
  • Maintain records of all college campus recruiting visits and job fairs.
  • Monitor licensed and classified evaluation procedures to conform to state statutes and the Negotiated agreement.
  • Maintain the quality of all personnel records.
  • Maintain a classified employee handbook and update policies/procedures annually.

IX. Budget:

  • Gather projected personnel needs from principals for vacancies or additional personnel.
  • Recommend to the Superintendent additional staff needed.
  • Work with Business Director on classified salary schedule.

Professional Growth and Development:

  • Attend Board meetings and prepare such reports as the Superintendent may request.
  • Prepare drafts of needed Board policies and administrative rules for the Superintendents review and action.

Other Duties:

  • Perform other tasks and assumes other responsibilities as the Superintendent may assign.
  • Coordinate child nutrition program.
  • Coordinate student health program.

Equipment Used:

  • Personal Computer.

Working Conditions:

  • Maintain emotional control under stress occasional prolonged and irregular hours.

Knowledge Skills and Abilities Required:

  • Masters degree in Education or Personnel.
  • District Level School Administrators License preferred.
  • Ability to interpret policy procedures and data.
  • Knowledge of the selection and supervision of personnel.
  • Knowledge of school employment law and hearing procedures.
  • Prior experience as a Building Level Administrator preferred.
  • Ten (10) years successful experience in school administration or personnel administration.
  • Exceptional organizational communication public relations and interpersonal skills.
  • Ability to react to change and frequent interruptions in a productive and positive manner meeting deadlines as assigned.
  • Ability to implement and follow all district health and safety policies including all precautions of the Bloodborne Pathogens Exposure Control Plan.
  • Must verify good health by passing a physical examination which includes TB and drug test as required.
  • Desire to continue career improvement by enhancing skills and job performance.
  • Ability to keep student and personnel information and records confidential.

Terms of Employment: Twelve (12) month contract. Salary to be established by the Board.


Evaluation: Performance of this job will be evaluated in accordance with the provisions of the USD 450 Board of Educations policy on Evaluation of Professional Personnel and this job description.
