Job Summary

Overview

The Department of Vermont Health Access (DVHA) is seeking a skilled and knowledgeable Health Care Assistant Administrator I to join the Assistant Operations (AOPS) Team as the Qualified Health Plan (QHP) support person within the Health Access Eligibility and Enrollment Unit (HAEEU). Work in a supportive work environment with a Monday-Friday schedule eleven paid state holidays in addition to a robust benefits package.

The Health Care Assistant Administrator I position has the following responsibilities:

  • Interpreting and applying complex health care eligibility rules.
  • Overseeing procedural development.
  • Ensuring compliance with federal and state regulations.
  • Collaborating with internal and external stakeholders.
  • Conducting research and analysis on eligibility issues.
  • Managing escalated cases.
  • Supporting system enhancements and compliance.
  • Contributing to notice development special projects program evaluation system testing and the creation of standard operating procedures and training materials.

  • Subject Matter Expertise: Knowledge of health care program rules and business processes with the ability to interpret and apply state and federal regulations accurately.
  • Consultative & Evaluative Skills: Ability to evaluate policies procedures and regulations and recommend improvements based on program analysis.
  • Analytical & Problem-Solving Skills: Strong analytical skills for reviewing complex legal and regulatory documents as well as resolving escalated cases.
  • Collaboration & Communication: Excellent communication skills both verbal and written with the ability to liaise effectively with a wide range of stakeholders including department staff external partners and policy analysts.
  • Project Management: Experience managing special projects working under tight deadlines and ensuring that program outcomes are met in a timely and efficient manner.
  • Adaptability: Ability to work in a fast-paced environment balancing multiple tasks and responsibilities while maintaining attention to detail and accuracy.

AHS BACKGROUND CHECKS: Candidates must pass any level of background investigation applicable to the accordance with AHS Policy 4.02 Hiring Standards Vermont and/or national criminal record checks as well as DMV and adult and child abuse registry checks as appropriate to the position under recruitment will be conducted on candidates with the exception of those who are current classified state employees seeking transfer promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.

Environmental Factors

Duties are performed primarily in a standard office setting. A valid drivers license is required and private means of transportation could be needed if a fleet vehicle is unavailable. Conflicting opinions on operational problems may be anticipated. Multiple competing priorities and tight deadlines are a frequent occurrence.

Minimum Qualifications

Masters degree AND one (1) or more years of experience in a human services program or in a field related to health care administration insurance banking accounting para-legal services auditing or federal grants management. Other related work environments may be considered if they require: reading comprehension and application of complex rules regulations policies and procedures to perform the work.

OR

Bachelors degree AND two (2) or more years of experience in a human services program or in a field related to health care administration insurance banking accounting para-legal services auditing or federal grants management. Other related work environments may be considered if they require: reading comprehension and application of complex rules regulations policies and procedures to perform the work.

OR

Associates degree (or two (2) years of full-time college coursework) AND three (3) or more years of experience in a human services program or in a field related to health care administration insurance banking accounting para-legal services auditing or federal grants management. Other related work environments may be considered if they require: reading comprehension and application of complex rules regulations policies and procedures to perform the work.

OR

High School diploma or equivalent AND four (4) or more years of experience in a human services program or in a field related to health care administration insurance banking accounting para-legal services auditing or federal grants management. Other related work environments may be considered if they require: reading comprehension and application of complex rules regulations policies and procedures to perform the work.

Preferred Qualifications

  • Experience with Vermont Medicaid.
  • Experienced user of Microsoft Teams Excel Word and Outlook.
  • Experienced user of Vermont Health Connects Siebel system.
  • Familiarity with the States health care programs specifically Qualified Health Plans and eligibility for their related subsidies.
