Data Analyst Officer

Introduction

The International Labour Organization (ILO) plays a key role in advancing decent work solutions in contexts of displacement and return across Syria and neighbouring host countries its interventions focus on expanding access to decent work and supporting socio-economic Syria the ILO contributes to creating the conditions for sustainable returns by supporting reintegration and promoting socio-economic recovery.

Guided by Recommendation No. 205 on Employment and Decent Work for Peace and Resilience the ILO implements a comprehensive forced displacement and return programme that bridges humanitarian development and peacebuilding efforts through the HumanitarianDevelopmentPeace (HDP) Nexus. This programme promotes inclusive and sustainable reintegration by combining policy reform institutional strengthening and interventions that generate employment enhance social protection and formalize livelihoods for returnees internally displaced persons (IDPs) and local communities.

Key initiatives under this programme include:

• The PROSPECTS Partnership funded by the Government of the Netherlands and jointly implemented with UNHCR UNICEF IFC and the World the Arab States the project covers Jordan Lebanon Iraq and Syria. It contributes to the empowerment of refugees in the host countries returnees and vulnerable local communities through interventions that promote decent work.
• The Joint Durable Solutions Project funded by the European Union and jointly implemented by UNHCR IOM and ILO covers Lebanon and Syria. It seeks to strengthen resilience and create conditions for safe voluntary and dignified returns through integrated support for livelihoods skills development and employment-intensive recovery.

Together these programmes contribute to rebuilding livelihoods strengthening labour market institutions enhancing skills systems and revitalizing micro small and medium-sized enterprises (MSMEs) in Syria and in the host countries. They are implemented in close coordination to ensure a coherent cross-border approach to return and reintegration aligned with the ILOs Programme of Support for Syria and its broader mandate to promote decent work social justice and inclusive recovery. Against this backdrop the objectives of the Data Analyst Officer position is to support ILOs expanding interventions under PROSPECTS and Durable Solutions Program in the area of Data collection Data Analysis and gathering Monitoring and Evaluation.

Reporting lines:

The Officer will work under the direct supervision of the Technical Project Officer as first line Manager and will report to the Monitoring and Evaluation Officer as Matrix Manager with the overall guidance of the ILO Syria Coordinator Regional PROSPECTS/DS Chief Technical Adviser (CTA) the Regional M&E Officer and the Programme Manager for the EU Durable Solutions Programme.

Description of Duties

1. Review and analyse the projects specific development plans and priorities socioeconomic data reports and other relevant information.
2. Support the design implementation and reporting of EU Durable Solutions project activities by preparing ToRs and work plans monitoring implementation agreements with partners and consolidating progress reports.
3. Review verify and analyze work plans progress and final reports and other data for clarity consistency and completeness and monitor the progress of project activities in close coordination with the Project Manager and the M&E Officer. Follow-up on delayed documents clarify information and answer questions about clearance and processing requirements to support successful completion of agreed activities.
4. Contribute to the development of Performance Monitoring Plans and ensure relevant data collection systems are in place.
5. Maintain and administer the project M&E database; analyse and aggregate data to inform project performance.
6. Review existing M&E approaches used by implementing partners identify required adjustments and support partners to strengthen their M&E systems.
7. Conduct data quality control and regularly review data collection tools and methods to ensure credible impact assessment and measurement of performance indicators.
8. Participate in the preparation and conduct of conferences seminars workshops training sessions and consultative meetings and deliver M&E-related training for implementing partners and contractors as needed.
9. Brief ILO specialists project experts associate experts and visiting officials and provide relevant information on project matters and inputs to the Technical Project Officer and project team on ways to enhance project performance based on M&E findings.
10. Prepare project documentation and reports in a timely manner ensuring compliance with ILO and EU reporting requirements.
11. Using M&E data draft monthly and bi-annual progress reports and support the preparation of mid-term and final evaluations.
12. Contribute to drafting new proposals concept notes and other project documents drawing on evidence from M&E findings.
13. Identify lessons learned document good practices and develop case studies to capture qualitative project results.
14. Contribute to coordination with UN and other stakeholders by preparing required M&E inputs for inter-agency meetings and thematic working groups.
15. Support data verification exercises and field monitoring visits under the guidance of the Project Manager and M&E Officer.
16. Perform any other relevant duties as assigned by the supervisor.

Required qualifications

Education

First level university degree in economics development studies social sciences management or a relevant field.

Experience

At least one year of professional experience at the national level in project monitoring data analysis knowledge management evaluation is required.

Technical requirements:

Experience in reporting management of employment database monitoring of projects coordination and liaison among different team members and stakeholders. Experience in working with a large team in multi-disciplinary fields of work.

Languages

Excellent command of Arabic and English (written and spoken).

• Knowledge of programme and budget project administration and evaluation concepts and procedures and of the mandate and structure of labour market institutions in Syria.
• Good coordination and organizational skills.
• Good knowledge of the context and challenges for the project areas of expertise.
• Strong analytical skills and ability to justify requirements and approaches to problem resolution and good drafting skills.
• Good ability to interpret project information and to identify and analyze problems with implementation.
• Ability to communicate effectively both orally and in writing.
• Demonstrate collaborative and teamwork experience and ability to work effectively with a multicultural and interdisciplinary team as well as work on his/her own initiative. gender-sensitive behaviour and attitudes are also required.
• Ability to work independently quickly precisely and take initiative and responsibility.
• Ability to work under pressure and to meet the deadline.
• Proficient in Microsoft Words Power Point Excel web-browsers and database applications.
• Ability to deal with people with tact and diplomacy.
