What Youll Do

Provides strategic support for day to day activities of all real estate initiatives and activities at the Y-12 National Security Complex to include but not limited to supporting the planning execution and administration of all real estate agreements. Scope includes engagement with key stakeholders as it relates to real property acquisitions lease agreements ingrant and outgrant agreements real property transfer agreements real property acceptance and disposition packages de-excess agreements and tenant improvement projects. Position will also support maintaining real estate records documentation and historical data; and serving as the co-lead for all new real estate initiatives.

Key roles and responsibilities include supporting the Y-12 Real Estate Director on collaboration efforts with the Y-12 Infrastructure Programs Y-12 Strategic and Site Planning and Y-12 Facility Information Management System (FIMS) Administrators. Will provide key support in ensuring key members of Y-12 leadership are correctly informed regarding the status of all real estate activities. Maintains contact with other Services (e.g. Legal Finance Environmental Compliance Safety Security etc.) as needed to ensure securing their advice and guidance in their areas of expertise within the areas of Real Estates scope of responsibility. Maintains working relationships with applicable Customer personnel to ensure real estate actions are consistent with the Customer goals.

Position will also include the preparation of Preliminary Real Estate Plans (PREPs) Real Estate Acquisition Packages (REAPs) and business case strategies. Position will be asked to provide key input into site planning strategies and to strategically evaluate data and make data-informed recommendations and decisions.

Recommends improvements in real estate procedures utilization of real estate for program/project purposes and analyzes impact of mission changes on the real estate portfolio. Responsible for maintaining a thorough knowledge of applicable federal state DOE corporate and plant rules regulations and plant-wide operating policies and procedures.

Must be able to manage a high-volume and complex workload with competing deadlines while providing attention to detail to ensure efficient and timely completion of our mission. Position will be required to maintain a comprehensive knowledge of applicable federal state DOE corporate and plant rules regulations and operating policies & procedures.

Other duties and/or responsibilities may include the following:

  • Contribute to development of Real Property Asset Management (RPAM) requirements for real estate agreements
  • Serve as the backup point of contact to interface with Y-12 Field Office Real Estate Program Liaison and NNSA Realty Office Contracting Officer(s)
  • Maintain and document the Y-12 real estate process
  • Ensure real estate values are documented and planned for in the annual negotiation/approval of Operating & Maintenance budget
  • Review/track monthly O&M cost reports
  • Maintain all records of lease documents budget and payment history for each lease and annual real estate summary report
  • Lead and advise site requestors through the process of any purchase of facilitiesoff-site capital leases or Lease-Purchases

Minimum Job Requirements

  • Bachelors degree: Minimum 14 years of relevant experience.
  • OR Masters degree: Minimum 12 years of relevant experience.
  • OR PhD: Minimum 6 years of relevant experience.

Preferred Job Requirements

  • Proficient and experienced in Real Estate and Site Planning
  • Experienced in project planning and operations
  • Working knowledge of Engineering Construction and Quality procedures
  • Working knowledge of Federal Acquisition Regulations and applicable Agency Supplements

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

This position may require entry into the Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712) which requires successful competition of a DOE counterintelligence evaluation and may include a counterintelligence-scope polygraph examination.
