Job Summary

Reporting to the Assistant Director of Building Maintenance the Energy and Engineering Manager is responsible for campus-wide coordination of energy programs analysis and the operations and maintenance of mechanical electrical and plumbing (MEP) systems across the UMass Amherst campus and outlying stations. The Energy and Engineering Manager plays a key role in advising the University on energy management strategies and CO₂ emission reductions in both operations and capital projects. The University seeks to achieve significant buildings maintenance improvement and cost savings while minimizing environmental impact by reducing its carbon footprint and greenhouse gas emissions.


Essential Functions

  • Represents the Physical Plant in the Facilities Planning Division on all matters related to the design construction start-up and commissioning of new construction and renovation projects.
  • Leads organizes and supervises the Building Maintenance Engineering team assigning work and ensuring project timelines are met.
  • Oversees staff managing the Building Automation Systems (BAS) to optimize equipment operation buildings comfort and energy efficiency.
  • Develops and maintains a preventive and predictive maintenance program ensuring alignment with manufacturer recommendations and industry best practices.
  • Works effectively as a team member with Facilities & Campus Services Budget and other University departments whose direct implementation and planning responsibilities contribute to improvement of building operation and maintenance.
  • Plans and supervises the troubleshooting repair or replacement of mechanical systems coordinating with contractors and Facilities Management personnel. Ensures projects stay on schedule and assists in managing service contracts for major HVAC and chiller systems.
  • Assists in creating articulating and implementing the Universitys goals and policies for building O&M standards and energy soliciting community support in realizing those goals.
  • Develops and pursues programs to reduce the Universitys carbon footprint and energy costs working in collaboration with department and campus constituencies towards decarbonization targets.
  • Ensures Computerized Maintenance Management System (CMMS) programming is accurate and up to date; all warranty data for new construction and renovations is entered into CMMS.
  • Develops and implements training programs to enhance maintenance staff effectiveness.
  • Builds and maintains positive relationships with union representatives.
  • Evaluates and recommends operational and capital improvements to reduce costs and environmental impact. Assists in prioritizing capital budget allocations based on the university priorities and on energy savings analysis.
  • Compiles and analyzes energy usage data tracking conservation efforts and providing reports for operational and capital planning improvements.
  • Assesses buildings and system conditions and recommends long-term cost-effective solution for repair replacement and upgrades.
  • Strategizes and manages utility program management including purchasing strategies load shedding and renewable energy integration.
  • Collaborates with Facilities & Campus Services Budget and other departments to promote energy conservation and strengthen relationships with energy-related service providers.
  • Represents the University in discussions with state and external agencies including the Massachusetts Department of Energy Resources (DOER) and the Leading by Example Coordinating Council. Reports University energy tracking annually to the Massachusetts DOER.
  • Supports ISO New England Demand Response events.

Minimum Qualifications (Knowledge Skills Abilities Education Experience Certifications Licensure)

  • Bachelors degree in Mechanical Electrical Industrial Engineering or a related field.
  • Seven (7) to ten (10) years of experience in Facilities management in large higher education institutions or similar complex facilities/institutions.
  • At least one (1) year of experience must include serving as a manager or supervisor.
  • Strong technical expertise in HVAC and BAS; and in electrical mechanical and water distribution systems.
  • Knowledge of energy conservation strategies and environmentally sound building practices.
  • Strong analytical and evaluation skills with the ability to prepare reports.
  • Proficiency in Microsoft Office Suite.
  • Strong organizational communication and people skills.
  • Budget and personnel management experience.
  • Excellent written and verbal communication skills including technical and client-facing presentations.
  • Strong customer service orientation.
  • Valid Massachusetts Class D Drivers License.

Preferred Qualifications (Knowledge Skills Abilities Education Experience Certifications Licensure)

  • Professional Engineer (PE) license in Mechanical or Electrical Engineering.
  • Certified Energy Manager (CEM) designation.
  • Experience developing and implementing energy-focused capital improvement programs.
  • Experience leading comprehensive energy management programs.
  • Experience leading facility engineering teams.
  • Strong experience in HVAC and Building Automation Systems (BAS)
  • Knowledge of central steam and chiller plants operation.
  • Experience in developing and reviewing construction and submittal documents.
  • Proficiency in energy efficiency and lifecycle cost analysis.
  • Experience working with building control systems metering systems and energy analytics.
  • Knowledge of renewable energy technologies.
  • Successful record in securing incentives for energy programs.

Physical Demands/Working Conditions

  • Tasks include balancing carrying pushing/pulling standing bending climbing driving reaching twisting and lifting. Some limited travel between campuses may be required.

Work Schedule

  • Monday Friday First Shift (7am-3pm is typical).
  • Must be willing to work nights weekends and irregular hours during campus emergencies start-up and commissioning periods.
  • Required to support ISO New England Demand Response events.
