This position proactively and holistically guides the City through transformation and optimization initiatives and serve as a leader in applying existing new and emerging technologies to transform and optimize the business and operating model of the organization. IT Enterprise Architects lead the Enterprise Architecture practice and its initiations to enable the City to better respond to department needs and the changing environment.


Job Description:

Duties Functions and Responsibilities:

Essential duties and functions pursuant to the Americans with Disabilities Act may include the following. Other related duties may be assigned.

  • Provides overall direction guidance and definition of technology architecture to effectively support business strategy.

  • Develops the enterprise viewpoint in which the business information and technology viewpoints are synthesized into solutions that deliver capabilities to the broader City.

  • Develops reviews and leads the implementation plan for the enterprise architecture based on requirements and strategies.

  • Reviews existing processes and establishes metrics to improve processes as well as support of all architectural disciplines under their direction.

  • Leads analysis of technology industry and market trends to determine their potential impact on the enterprise architecture.

  • Ensures the integration of all aspects of architecture across the City IT organization and alignment with business strategies objectives and capability needs.

  • Leads the development of holistic blueprints in coordination with domain architects.

  • Participates in the business strategic planning cycle gaining an understanding of common issues drivers imperatives and objectives across the enterprise.

  • Coordinates with other plans and strategic partners identifying opportunities for shared solutions.

  • Provides architectural leadership guidance and support for the broader architectural community.

May provide leadership work assignments evaluation training and guidance to others.

Knowledge Skills and Abilities:

Must possess required knowledge skills abilities and experience and be able to explain and demonstrate with or without reasonable accommodations that the essential functions of the job can be performed.

  • Knowledge of basic graphical modeling approaches tools and model repositories.

  • Knowledge of information management practices system development life cycle management IT services management agile and lean methodologies infrastructure and operations and EA and ITIL frameworks.

  • Knowledge of architecture methodologies (e.g. SABSA Zachman TOGAF) and modeling languages (such as UML and ArchiMate).

  • Knowledge of business ecosystems SaaS infrastructure as a service (IaaS) platform as a service (PaaS) SOA APIs open data microservices event-driven IT and predictive analytics.

  • Knowledge of business models operating models financial models cost-benefit analysis budgeting and risk management.

  • Knowledge of combining contextual conceptual logical and physical levels of thinking.

  • Knowledge of and/or participation in architecture governance forums to get exposure to how governance work in the organization.

  • Knowledge of various development languages (e.g. Java Go Python JavaScript HTML CSS).

  • Skill in financial analysis architecture evaluation solutions delivery orchestration project management architecture frameworks road mapping risk management and interdependency management skills.

  • Skill in leading infrastructure architecture cloud computing architecture and integration framework and pattern skills.

  • Ability to establish implement and enforce appropriate IT standards to meet business requirements.

  • Ability to build consensus among stakeholders.

  • Ability to balance the long-term (big picture) and short-term implications of individual decisions and organization goals.

  • Ability to innovate with aptitude for foresight systems thinking and design thinking.

  • Ability to understand the political climate of the enterprise and how to navigate obstacles and politics.

  • Ability to develop strategic technology plans and roadmaps including business capability planning.

  • Ability to lead efforts to create technological solutions and architectures impacting critical areas of the business.

Minimum Qualifications:

  • Graduation with a Bachelors degree from an accredited college or university with major course work in Information Science Computer Science Electronics or in a field related to the job plus four (4) years experience working in a business process/systems analysis environment two (2) years of which were in a lead capacity.

  • Experience may substitute for education up to four (4) years.

Licenses and Certifications Required:

None.

Preferred Qualifications:

  • Current certification in TOGAF Level 1 and 2 or the ability to obtain one within 6 months of hire.

  • Advanced experience with SPARX PowerPoint Excel and Word.

  • Ability to fluently communicate (reading writing speaking) in the English language.

  • Strong technical background and experience in application development security infrastructure and middleware.

  • Direct Enterprise Architecture experience.

  • Experience creating business cases and Net Present Value analyses.

  • Ability to travel to more than one work location.


Notes to Candidate:

The Enterprise Architect works with IT and business teams to evaluate and assess changes to the technical ecosystem of Austin Energy. The EA assesses technical and functional requirements creates diagrams showing system dependencies in current and future states and works with potential vendors to determine Net Present Value analysis across multiple potential solutions providers. EAs also serve as technical resources on projects team and work closely with business team liaisons and operations teams to determine the best technical solutions that meet business needs across the electric utility.

Pay Range: Entry: 50.14 - Mid: $64.42

Schedule: Monday - Friday 8:30 am - 5:30 pm - 40 Hour Work Week (Additional work hours may be required to support the 24-hour Utility operations which may include evenings weekends holidays inclement weather and emergency closures).

Travel:

If you are selected for this position and meet the Driver Safety Standards in the City of Austin Driver Safety Standards you may drive when necessary to multiple locations as part of your regular job duties. Otherwise you are responsible for getting to and from these locations.

WORK HOURS:

This position has been designated as critical for the City of Austin. Critical positions are necessary and vital and support activities that impact City or department operations. Work can be done while at a designated work site or while working at an alternate work location. Critical employees may be reassigned to another area to provide essential services to support any extraordinary situations or emergency conditions.
