Description

Industrial Policy Engineer in the Industrial Policy Section within the Industrial Policy and Space Economy Division of the Industrial Policy and Auditing Department.
You will foster dialogue with industry in ESA Member States to systematically build up ESAs knowledge of European industry as well as of the accessible global markets. You will deliver industrial policy products and services to Member States delegations and industry as well as to ESA programme directorates and high-level management.
You will work in close cooperation with the Space Economy Team in the Division the Industrial Return and Analytics Office the SME Office and the Capability and Country Support Division. You will also cooperate with programme directorates including the Directorate of Technology Engineering and Quality.

Duties

Under the direct authority of the Head of the Industrial Policy Section your tasks and responsibilities will include:

  • contributing as Country Desk Officer for specific Member States to the Observatory for Countries Capabilities industrial policy taskforces/industrial policy monitoring meetings and other national services and products in close cooperation with the Member States concerned and their industry.
  • meeting the main entities in the relevant Member States and providing structured feedback on their specific capabilities strengths weaknesses opportunities threats etc. as well as fostering their improved integration in ESA programmes and projects by means of ad hoc support organisation of industry events and training.
  • performing analyses and assessments of specific Member States industrial capabilities capacities and development opportunities as well as contributing to implementing the measures defined for Member States with structural return imbalances.
  • supporting the achievement of the Agencys industrial policy and return objectives in cooperation with the Industrial Return and Analytics Office programme directorates and the Directorate of Technology Engineering and Quality.
  • contributing to the industrial policy-related aspects in the preparation and evaluation of the procurement of activities.
  • supporting the generation update and improvement of the products and services provided by the Section including the drafting of the associated processes and the requirements for the relevant IT tools.
  • preparing briefings presentations minutes and other related documents.

Technical competencies

General understanding of the ESA institutional framework and programmes including their technical and programmatic requirements
General understanding of ESA policies including geo-return principles and related industrial policy tools and measures. General background and specific experience in the technical domains covered by the position
Knowledge of Europes space industry ecosystem
General overview of global space economy and markets

Education

A masters degree in a relevant domain is required for this post.

Additional requirements

  • Ability to facilitate collaboration between different stakeholders
  • Excellent communication and organisational skills
  • Knowledge of PowerBI PowerApps and other related applications would be an asset

Important Information and Disclaimer
In principle recruitment will be within the advertised grade band (A2-A4). However if the selected candidate has less than four years of relevant professional experience following the completion of the masters degree the position may be filled at A1 level.

Applicants must be eligible to access information technology and hardware which is subject to European or US export control and sanctions regulations.

During the recruitment process the Agency may request applicants to undergo selection tests. Additionally successful candidates will need to undergo basic screening before appointment which will be conducted by an external background screening service in compliance with the European Space Agencys security procedures.

Note that ESA is in the process of transitioning to a Matrix setup which could lead to organisational changes affecting this position.
