PRIMARY PURPOSE:
To manage the Insurance and Employee Benefits Department implement and monitor the policies established by federal and state law State Board of Education rule and local Board policy in the area of insurance. Support and compliment district staff to provide equitable learning opportunities for all students.
QUALIFICATIONS:
Education/Certification:
Bachelors Degree required
Professional designation of Associate of Risk Management (ARM) or Certified Property Casualty Underwriter (CPCU) preferred
Special Knowledge/Skills:
Communicate effectively (verbal and written); utilize effective interpersonal skills; interpret data federal and state law
Knowledge of Risk Management
Knowledge of general liability public school sovereign immunity federal and state compliance laws and Workers Compensation Law
Knowledge of voluntary insurance programs
Knowledge of the Teacher Retirement System
Experience:
Three (3) years of experience in risk management insurance or closely related field required
Days: 226
Daily Rate pay range:
Minimum: $410.00
Maximum: $572.04
Note:Starting pay for a new hire in a pay range plan will be determined individually based on each persons job-related experience and salaries paid to peer employees in the same position with similar experience.
MAJOR RESPONSIBILITIES AND DUTIES/ESSENTIAL FUNCTIONS:
- Manage the District insurance programs that include self-funded health/dental life general liability school leaders errors and omissions liability voluntary insurance self-funded workers compensation building and vehicle insurance and any insurance as assigned.
- Represent the District at Workers Compensation Benefit Review conferences and Contested Case Hearings as necessary.
- Assist in the preparation and evaluation of bid or negotiations for all types of insurance or related services.
- Serve as liaison between the District and insurance agency representatives and third party administrators.
- Assist site based administrators and other staff with the development of strategies to ensure compliance with various local state and federal environmental guidelines.
- Serve as Districts Privacy Officer for purposes relating to HHS Privacy Regulations promulgated pursuant to the Health Insurance Portability and Accountability Act (HIPAA).
- Prepare and submit reports/claims timely to the various insurance carriers as required.
- Prepare analyze loss control reports and recommend risk management strategies to address trends and reduce cost.
- Direct the preparation of reports as required for these programs/services by the Board of Trustees Superintendent and outside agencies.
- Maintain a program to disseminate insurance information to staff.
- Development and submit the departmental budget.
- Keep the Executive Director for Human Resources informed on the operational affairs of the department.
- Supervise evaluate and make recommendations for employment assignment and/or termination of personnel as determined by the organizational chart.
- Demonstrate loyalty within a team approach to District initiatives.
- Follow McAllen ISD customer service standards.
- Perform other duties assigned by the immediate supervisor (primary evaluator).
