Job Description:

Reporting to the Senior Vice President for University Strategy and Operations the Associate Vice President (AVP) of Institutional Effectiveness and Technology (IET)/Senior (Chief) Information Officer (CIO) provides university-wide leadership for innovative and strategic initiatives that increase institutional efficiency effectiveness and sustainability while staying highly focused on service excellence. The AVP/CIO has overall responsibility for planning budget and policy formulation for the Universitys Information and Instructional Technology and data resources. The AVP/CIO provides leadership for the teams within the IET Department including Enterprise Service Management USO Service Center IT Service Desk Academic Technology Services and Endpoint Technology Services University Event Services Integration Development Enterprise Architecture and Solutions Enterprise Systems and Storage Data and Information Security and Network Technologies.

As a member of the Presidents Executive Cabinet (PEC) the AVP/CIO contributes to the strategic and operational development and direction of the University. The AVP/CIO is responsible for ensuring technology data and reporting is optimized throughout the university to achieve institutional goals. The AVP/CIO works collaboratively to create an environment that enables members of the University community to use information technologies and data creatively confidently and securely in teaching learning research operations administration and service. This is accomplished by promoting excellent customer service developing effective communications requirements-based planning and providing innovative solutions that are reliable and accessible. The AVP/CIO is responsible for being an active partner in Minnesota State system-level cybersecurity information and instructional technology and data strategy initiatives to ensure compliance with system data and information security policies.

The Associate Vice President/CIO collaborates with and leads staff at university locations that house faculty and staff including Daytons Bluff Minneapolis Brooklyn Park and Midway for the delivery of complex and complementary IT services that are secure innovative and reliable. The AVP/CIO is also responsible for hosting designing administering and supporting the Minnesota State Systems technology that provides the eduroam service for all students employees and any other member of eduroams global education and research network.

Salary Range:

$116314.00 - $185771.00 Annually

This Administrator position is assigned to a Range 9 as outlined in the Minnesota State Colleges & Universities (Minnesota State) Personnel Plan for Administrators (see link below) and is commensurate with education and experience. Please note: Filling of this position is dependent upon budget.

Qualifications:

  • Bachelors degree in computer science data analytics business management information systems (MIS) or a closely related field

  • At least ten (10) years of professional experience in IT Services including experience in at least three of the following areas: technology support and service center operations enterprise service management project management endpoint device support administration of management data and information systems web and application development data center operations network infrastructure information security.

  • At least five (5) years of progressively higher-level experience in supervising and leading a team.

  • Budget experience which demonstrates creativity in maximizing the use of limited resources reducing expenses and finding additional revenue sources.

  • Demonstrated commitment to the mission of a Federally recognized minority serving urban-focused university to enhance a diverse and inclusive campus community.

  • Demonstrated record of championing equity inclusion and anti-racism in the workplace or community in a variety of ways such as interrogating policies procedures and ideas to interrupt systemic racism; demonstrating inclusivity in work processes and teams; encouraging and promoting the diversification of employees to mirror the diversity of clientele; and/or through actively seeking out and inviting alternative viewpoints in planning discussions and decision-making.

  • Evidence of skill in using data in decision-making in a complex organization.

  • Demonstrated commitment to ethical collaborative consultative and team-oriented leadership.

Preferred Qualifications:

  • Masters or doctoral degree in computer science information technology/management business administration leadership or a closely related field.

  • At least three (3) years of demonstrated experience providing IT support in higher education sufficient to meet the needs of faculty staff students and administrators.

  • Demonstrated understanding of the environment for higher education and related strategic issues.

  • Demonstrated understanding of the role of technology in supporting teaching and learning.

  • Experience in using data to support university decision-making.

  • Experience in successful process improvement.

  • Demonstrated effective communication with a variety of audiences by presenting ideas and proposals clearly and concisely while also listening carefully to understand differing points of view and responding appropriately.

  • Has a demonstrated history of collaborating effectively with employees students and with internal and external colleagues to the organization by working authentically and openly. Exhibits a spirit of true partnership that benefits all parties engaged in the project.

  • Demonstrates ability to build and maintain trust by showing respect creating transparency keeping commitments and actively working to restore trust when necessary.

  • Builds organizational capacity to meet future challenges by identifying and removing barriers to innovation supporting continuous quality improvement rigorously measuring and evaluating outcomes to inform decision-making and collaborating across divisional institutional and system boundaries.

  • Administrative leadership experience in a collectively bargained higher education institution.
