About this Opportunity
Leads and manages the Citys real estate services team with a focus on strategic acquisition negotiations and real property transactions that support infrastructure development and public service initiatives.

Position Functions

Job Duties and Responsibilities

  • Directs all real estate acquisition disposition and right-of-way activities for the City.
  • Negotiates drafts and executes complex real estate agreements settlements and property rights transactions in alignment with federal state and local laws.
  • Administers right-of-way and real estate transactions for other City departments.
  • Oversees the Citys real estate strategy for capital projects including the Flood Control System and public infrastructure.
  • Leads surplus property disposition processes and vacation of public property rights.
  • Testifies in court and represents the City in eminent domain and other legal proceedings.
  • Supervises a team of real estate professionals providing mentorship workload guidance and performance feedback.
  • Develops and updates policies procedures and operational guidelines for real estate functions.
  • Serves as a key member of the Public Works Leadership Team.
  • Ensures compliance with grant requirements audit standards and documentation procedures for federally and state-funded projects.
  • Responds to inquiries from community members and ensures equitable transparent real estate practices.
  • Coordinates with engineering design staff and other department staff on design issues that affect real estate transactions.
  • Performs related work as assigned.

Qualifications

Required Education and Experience

  • Bachelors degree in business administration real estate finance civil engineering or related field and five to seven years of experience in real estate services including right-of-way acquisition real estate laws appraisals OR
  • An equivalent combination of education and/or experience (i.e. one year of relevant full-time experience may substitute for one year of education)
  • Supervisory experience
  • Strong written verbal and interpersonal communication skills
  • Proficiency with Microsoft Office
  • Ability to work collaboratively with diverse populations
Required Licenses or Certifications
  • Valid U.S. Drivers License with ability to meet and maintain the Citys driving authorization standards
  • Right of Way Agent Certification from the International Right of Way Association (IRWA)
Desired Qualifications
  • Senior Right of Way Agent certification from the International Right of Way Association (IRWA)

Position Schedule

  • Monday-Friday 7:30am-4:30pm
