Job Summary

TO BE CONSIDERED FOR THIS POSITION CANDIDATES MUST BE SERVING PERMANENTLY IN THE TITLE OF ADMINISTRATIVE MANAGER OR BE REACHABLE ON THE ADMINISTRATIVE MANAGER CIVIL SERVICE LIST.

The Traffic Operations Division plays a significant role in managing the Citys transportation infrastructure which includes oversight of 14000 signalized intersections over 350000 street lights the Traffic Management Center approximately 90000 on-street parking spaces off-street parking facilities the Park NYC payment app and Automated Camera Enforcement programs.

The Division is seeking a highly motivated organized and strategic professional to serve as the Divisions Personnel Coordinator. The selected candidate will troubleshoot various personnel issues for approximately 900 employees spanning engineering operations administrative and labor titles. This position has two direct reports and requires the ability to handle sensitive and confidential matters with discretion in a fast-paced environment.

Responsibilities include but may not be limited to the following:
-Manage and process various leave requests including FMLA Sick Leave Workers Compensation Advance Time and Donated Time.
-Prepare Leave Request Forms and Personnel Request Forms for the Deputy Commissioners signature.
-Initiate job openings in NYCs Citywide Personnel System (NYCAPS) write critical justifications and complete paperwork for title changes assignment increases and new hires.
-Prepare managerial position description packages and track approvals from the Office of Management and Budget (OMB) and title changes with the Department of Citywide Administrative Services (DCAS).
-Coordinate with Division Personnel Liaisons and Assistants for Parking Signals and Automated Enforcement
-develop/update organization charts for personnel actions.
-Plan and organize interviews coordinating administrative and operational directors and supervisors on civil service List calls and interviewing potential candidates at central office virtual spaces or field locations.
-Create track and maintain performance evaluations (PE) and probationary reports.
-Coordinate transfers for DOT employees from other Divisions.
-Compare monthly payroll reports to the TO Roster database and address discrepancies.
-Serve as a primary liaison interacting with other DOT divisions including Human Resources Budget and Labor Relations as well as the Advocates Office and the Equal Employment Opportunity (EEO) and Diversity & Inclusion (EDI) office.

Qualifications :

1. A baccalaureate degree from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning allocation for resources and the scheduling and assignment of work 18 months of which must have been in an administrative managerial executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory full-time progressively responsible experience as described in 1 above 18 months of which must have been in an administrative managerial executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory full-time progressively responsible experience as described in 1
above 18 months of which must have been in an administrative managerial
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to 1 2 or 3 above. However all
candidates must possess the 18 months of administrative managerial executive or supervisory experience as described in 1 2 or 3 above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative managerial executive or supervisory
experience described in 1 2 or 3 above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.
