Job Summary

Introduction

The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge supervision and direction of the States legal business acting as legal advisors and representatives of the major agencies various boards commissions officials and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust civil rights consumer protection and securities laws and regulations and by the prosecution of organized crime Medicaid fraud environmental crimes insurance fraud state tax evasion and other statutorily assigned matters. As Marylands 47th Attorney General Anthony G. Brown leads the Office with a critical focus on equity justice and fairness.

Thisposition offers a salary range of $75475 - $106636 with potential foradvancement up to $117737 based on qualifications equity and hiringguidelines. Initial salary offers are determined by qualifications experienceand available budget and typically do not exceed $106636.

Main Purpose of Job

The OAG is seeking a skilled and service-oriented Senior Human Resources Generalist to join its Human Resources Division to provide advanced-level HR support across multiple functional areas. This position plays a key role in ensuring consistent application of HR policies and contributes to the operations of the division.

The Human Resources Division is staffed by eight people and is structured into three core units: Talent Acquisition Employee Relations and HR Operations. The Senior HR Generalist will work collaboratively across all units with a primary focus on supporting talent acquisition while also contributing to onboarding orientation and employee relations activities. This position requires strong interpersonal skills attention to detail and the ability to manage multiple priorities in a fast-paced environment.

POSITION DUTIES

Talent Acquisition Support:
  • Assist with vacancy announcements applicant screening reference checks and candidate communications.
  • Support outreach and sourcing efforts to attract diverse and qualified candidates.
  • Maintain recruitment documentation and ensure compliance with hiring policies and procedures.
Employee Relations:
  • Contribute to employee engagement initiatives and support a positive workplace culture.
  • Complete exit interviews and provide offboarding support.
  • Conduct employee relations investigations and support resolution strategies.
  • Draft personnel recommendations and ensure compliance with SPP law and COMAR.
  • Provide guidance on leave programs including FMLA ADA and workers compensation.
Generalist Support:
  • Provide subject matter expertise across all HR functions.
  • Participate in cross-functional initiatives.
  • Coordinate and facilitate new hire onboarding and orientation sessions for new hires.
  • Ensure timely completion of new hire paperwork and system entries.
  • Serve as a point of contact for new employees during the onboarding process.
  • Assist with ensuring compliance with federal state and local employment laws.
  • Support audits reporting and policy interpretation as needed.

MINIMUM QUALIFICATIONS

Experience:Eight years of experience four years of professional HR experience involving recruitment and employment services classification and compensation employee relations test development and validation job analysis job evaluation salary administration HR program evaluation or HR policy formulation and an additional four years of professional experience in HR management work in the areas ofrecruitment and selection classification salary administration employee relations test development and validation or as a communication organizational and customer service skills. Ability to work collaboratively across teams and manage multiple priorities with discretion and professionalism.

Notes:
1. Candidates may substitute paraprofessional personnel workexperience on a year-for-year basis for up to four years of the required experience. Paraprofessional personnel work isdefined as work involving the application of public sectorpersonnel procedures policies rules andregulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records calculating salaries applying personnel-related rules and policies preparing personnel-related reports conducting employee orientation and counseling employees regardingbenefits and obligations and responding to inquiriesconcerning employment procedures.

2. Candidates may substitute the possession of a Bachelors degree from an accredited college or university and four years of professional HR experience involving recruitment and employment services classification and compensationemployee relations test development and validation job analysis job evaluation salary administration HR program evaluation or HR policy formulation for the required experience.

3. Candidates may substitute the possession of thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration business administration public administration statistics tests and measurements psychology or a related field for up to six years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resourcesmanagement field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS


DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will have:
  • Experience working in public sector HR specifically with the state of Maryland
  • Experience working in the legal industry.
  • Certified HR professionals preferred (SHRM-CP PSHRA-CP or PHR)

LICENSES REGISTRATIONS AND CERTIFICATIONS

in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits Maryland Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.

in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
