Job Description

This position is open to current ARRC Employees only.

PURPOSE OF POSITION:Plans organizes and manages complex work involving the architecture specification engineering/design of ARRC communications signal and network systems including new sites waysides detectors and facilities. Translates business requirements for communications services into high performing systems. Collaborates with State of Alaska communications carriers and third-party vendors to provide needed products and services to support planned and implemented architectural and system designs. Ensures ARRC licenses and permits are properly documented and fully compliant. Accountable for operational efficiency systems reliability and cost effective solutions. Supervises ARRC Systems Signal Communications and Network Engineers Interns CTC Technicians and Radio Technicians by providing direction oversight and training.

Duties and Responsibilities:

Manages the design and engineering of the ARRC signaling crossing wayside detection systems and communications systems and integration with the federally mandated PTC (Positive Train Control system) to adhere to the principles of high reliability and availability of these systems. Ensures designs maintain compliance with federal mandates and regulations.

Manages the capital budgets for the Communications & Signal Department. Determines funding priorities based on Transit Asset Management and lifecycle replacement plans.

Ensures the completion and submission of frequency coordination forms Federal Communications Commission (FCC) radio license applications Bureau of Land Management (BLM) use permits and US Forest Service (USFS) use permits to allow mobile radio and microwave communications to take place in accordance with federal regulations.

Oversees the development of security plans for protection of corporate communications from unauthorized internal or external access. Directs field and special tests to determine efficiency adequacy durability and desirability of equipment in relation to service demands.

Manages a team of represented and non-represented employees by providing direction oversight and training. Interacts with co-workers vendors the general public and representatives of other agencies (e.g. federal state borough city etc.) to obtain and disseminate information advise on projects resolve conflicts set priorities coordinate activities complete projects within time and budget constraints and provide assistance.

Leads the development of long and short-term plans for updating equipment adding capabilities enhancing existing systems and providing improved communications statewide.

Prepares agreements (e.g. interagency service intergovernmental etc.) for use between ARRC and other agencies in providing service between agencies.

Conducts engineering studies to determine performance levels in order to project future needs of system hardware and software.

Manages engineering term services contracts. Ensures term service contracts are in place to support communications and signal engineering support.

Coordinates communications requirements with other departments. Maintains professional relations with federal state and local agencies the general public and other employees.

May participate in Incident Command activities.

FACTOR 1: Technical and Operational Knowledge

Demonstrates knowledge of communications railroad signal systems and data networks. Knowledgeable of new construction standards and requirements for communications data network installations wayside signaling crossing signals and wayside detection systems. Understands operating and maintenance requirements for communications systems railroad signals and wayside detection devise. Knowledgeable of FRA rules and requirements and construction standards applicable to signal and communications installations.

Knowledgeable of a wide range of communications network and signaling concepts principles and practices to accomplish work processes through the use of devices methods services and facilities. Reviews analyzes and resolves difficult and complex signal and telecommunications problems.

Demonstrates knowledge of ARRC policies and the policies and practices of other agencies and knowledge of sources of technical data necessary to evaluate alternative approaches for satisfying requirements is necessary. Defines coordinates plan and satisfies the requirements for railroad signaling systems wayside detection and communications equipment systems or services or is used in reviewing developing or interpreting policies and procedures.

Must be able to analyze complex information and situations and draw valid conclusions. Must have the ability to research and conduct technical studies to identify the most appropriate course of action. Must be able to read and understand written technical materials and apply the knowledge to the real world where a variety of unforeseen and unexpected circumstances require unique problem solving to get the job done. Must be able to perform detailed work with a high degree of accuracy and learn new skills and apply them to work assignments. Must be able to manage a significant workload and conflicting priorities while still meeting deadlines and working under pressure. Must be able to manage projects and meet budgetary and timelines required: must be able to research analyze and order parts components and other equipment to meet program requirements. Must be able to evaluate and engage technical experts to assist in addressing complex technical topics within assigned area of responsibility. Must possess highly developed interpersonal skills including high-level written and verbal communications to coordinate activities of diverse groups. Must be process driven and methodical.

FACTOR 3: Supervision and Control

Incumbent directly supervises two or more represented and non-represented employees in the Communications & Signals Department and works cooperatively with the Communications Maintenance Manager Signal Maintenance Manager and Signal Construction Manager for indirect support of up to 10 or more craft employees. Works with Director Communications & Signals to plan and execute expense and capital budgets.

FACTOR 4: Communication

Incumbent must have the ability to communicate both orally and in written communications in one-on-one and group settings. The purpose of the communication is to influence motivate and persuade individuals to follow the agreed upon course of action. Communication skills are also used toobtain and disseminate information clarify goals and expectations advise on projects resolve conflicts set priorities and coordinate activities. Must be able to work cooperatively with other personnel in a highly technical environment where the importance of trouble shooting and maintaining network connectivity and resiliency is paramount.

FACTOR 5: Working Conditions

Work is performed in office and field environments with work in all weather conditions on weekends and nights. There is a combination of office and field activity with 70 - 90% of the time in an office environment. A normal week will be 50 hours with emergency work as required. Incumbent is typically on call as the Alaska Railroad operates is a 24/7/365 operation. Travel within the Railbelt is required with occasional overnight stays away from home.

Education Requirements

Requires a bachelors degree from an accredited college or university in electrical/electronic engineering computer science physics or communications or equivalent experience in a related field on a year-for-year basis.

Work Experience

Four (4) years of project management experience related to communications networks or signal projects is required. Four (4) years of experience as a professional Communications Engineer may substitute for the required degree. Requires one year of management experience.

Certification/License Requirements

Must have a valid drivers license.

Preferred Qualifications

A technical certification (e.g. FCC General Class License PCIA or APCO Technical Certificate CET Journeyman Certificate with a Communications endorsement or equivalent) is desired.
