The Wyoming Department of Family Services (DFS) is seeking a highly skilled Budget & Audit Lead Senior Accounting Analyst to join our Financial Services Division in Cheyenne WY. This pivotal full-time position serves as the lead accounting analyst on the Budget & Audit team providing key assistance and advice on fiscal and budget matters to the Budget & Audit Manager other Financial Services managers and agency leadership including the Chief Financial Officer (CFO) and Director. You will play a vital role in managing the agencys procurement process and developing the biennial and supplemental budgets.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
- Lead Fiscal Procurement: Serve as the agency-wide fiscal procurement coordinator reviewing and approving all contract documents bid exceptions managing the creation and maintenance of a contract database preparing procurement documents and training DFS staff.
- Assist in Budget Preparation: Work closely with the Budget & Audit Manager and CFO to prepare the biennial and supplemental budgets to include informational
documents for the legislature. - Manage Budgetary Functions: Lead the team in preparing and assisting with biennial and supplemental budget requests preparing NAFR and B-11 documents for submission to the State Budget Department administering budget balances including budget revisions monitoring budgets and forecasting balances.
- Legislative Session Tracking: Assist the Budget & Audit Manager and CFO in tracking the budget throughout the budget and supplemental sessions; as well as track any other legislation that contains appropriations.
- Provide Work Leadership and Supervision: Delegate guide and review the work of staff within the Budget & Audit team.
- Support Auditing Processes: Perform supervisory reviews of audits assist program managers with risk assessments and establish audit program processes and
documentation requirements. - Advise Agency Leadership: Advise the CFO Director Administrators and Program Managers on critical fiscal matters budget projections policy and procedure changes and program efficiencies for an approximate $300 million biennial appropriation.
Qualifications
PREFERENCES:
Preference may be given to applicants who possess the following attributes:
- Bachelors or advanced degree in Accounting or a related field and/or CPA certification.
- Experience in auditing and/or budgeting.
- Experience with the WOLFS accounting system and IBARS.
- Strong verbal and written communication skills and the ability to perform well under pressure.
KNOWLEDGE:
This role requires comprehensive knowledge skills and abilities in the following areas:
- Skills in oral and written communications
- Perform well under pressure and adjust to changes in work schedule.
- Ability to work with consultants and computer programmers in developing new systems.
- Knowledge of generally accepted principles as they are applied to governmental accounting.
- Knowledge of WOLFS accounting system.
- Knowledge in BI Intelligence (formerly InfoAdvantage).
- Knowledge in Excel & Access database at an expert level.
- Knowledge of general accounting.
- Knowledge of computers designing and using complex spreadsheets and word processing applications.
- Knowledge of 10-key Data entry.
- Knowledge of Wyoming Statutes rules and regulations.
- Knowledge of Generally Accepted Accounting Principles (GAAP) and Financial Accounting standards (FAS).
- Knowledge in Cost Accounting and 2 CFR 200.
- Knowledge in Federal Requirements of a Public Assistant Cost Allocation Plan.
- Knowledge of interviewing techniques necessary for hiring purposes.
- Knowledge of state and federal policies laws and regulations state and federal legislative and government processes.
- Knowledge of budget and procurement practices and policies.
- Knowledge in State Personnel Rules and associated federal laws.
- Knowledge in internal controls over accounting applications.
- Knowledge of government management including human resources accounting and general management.
- Knowledge in project management.
- Knowledge of federal grant application progress reporting and financial reporting.
- Skill in evaluation policy-making decision-making and direction of work activities.
- Skill in oral and written communication.
- Skill in work management and work leadership.
- Skill in organization planning and management.
- Skill in gathering data from manuals statutes and regulations to make determinations and decisions.
MINIMUM QUALIFICATIONS:
Education:
Bachelors Degree (typically in Finance)
Experience:
1-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Analyst
OR
Education & ExperienceSubstitution:
4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Analyst

Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
- This position is in a typical office environment.
- Travel is not a regular requirement but occasional travel to a conference or DFS office in the state may be required.

- All positions within the Department of Family Services will require a background check including fingerprinting which will be completed through the Wyoming Department of Criminal Investigation the Department of Family Services and the Federal Bureau of Investigation.
