Job Summary

Minimum Qualifications (Education and Experience):

  • Bachelors degree in Forestry (natural resources discipline)

Required knowledge skills and abilities:

  • The required knowledge skills and abilities are typically acquired through a combination of education and experience equivalent to a bachelors degree in Forest Management or a related resource management field or a business-related degree and 3-4 years of progressively responsible job-related professional experience in forest management including governmental accounting GAAP/GASB grant administration auditing methods data management with business/financial components.

  • The position requires working knowledge of forest management principles and practices; business workflows related to forest management projects and operations; Administrative Rules standards guidelines policies and procedures related to forest management operations and activities; and related laws and rules governing natural resource management. Position also requires knowledge of Business Systems Business Optimization principles and Business Intelligence including data and data management business forecasting business performance QA/QC methods. Knowledge of the terminology principles methods and approaches used in silviculture ecology hydrology wildlife and fisheries biology is helpful but not critical. Specific knowledge of DNRCs Trust Lands Forest Management Program and standard business practices as well as knowledge of DNRC and State Personnel policies procedures precedents organizational structures employment law conflict resolution and program requirements is required.

Work Unit Overview:

The mission of the Department of Natural Resources and Conservation (DNRC) is to ensure that State and private lands and water resources provide benefits for present and future generations.

Job Overview:

This position administers the Forest Management Business Operations function for the Forest Management Bureau. Utilizing elements of Business Systems Optimization Business Intelligence general finance and program understanding this position is responsible for fully integrating the Forest Management Program and all its subsequent subprograms with Trust Lands Management Division accounting DNRC Fiscal Services Office Trust Lands Management Business Systems and others. This position will oversee the Forest Management Business Operations Section which houses 3 FTE total and includes the Forest Product Sales Program Finance Analysis & Reporting Forest Improvement - planning and financials Facility/vehicle Maintenance procurement contracts and other general bureau business support. This position reports to the FMB Chief.

Major Duties or Responsibilities: This section should be a clear concise statement of the positions major duties and the approximate percent of work time for each duty.

  • Program Development and Business Administration:

    • This position is responsible for the ongoing development and administration of the Bureaus Business Operations Section which provides coordination direction and support for the management of an annual budget of approximately $6.0 million. 1. This includes responsibility for developing operational plans sales goals and program priorities; developing financial benchmarks and standardized program reports; developing evaluating and recommending policies and procedures; monitoring program performance and resolving problems; and recommending updates to policies and other guidelines and regulations.

    • This position collaborates with internal/external stakeholders to identify define prioritize and document business requirements opportunities and/or problems business process redesign current business application enhancement or current business problems/issue resolution.

    • Will function as the Forest Improvement Program primary point of contact with Administrative Unit Program Managers Field Liaison positions and FMB Staff. Will coordinate and support Business Services Section needs including networking coordination and general program accounting especially centering around Forest Improvement funding revenues allocation and reconciling.

    • Develop promote and implement appropriate performance measures and benchmarks (financial productivity efficiency etc.) to balance short and long-term program goals and to ensure fiscal and program sustainability.

    • Work with Section and bureau staff to draft short and long-range goals that integrate with operational program strategies and produce the most favorable return for the least cost. Develops and assigns program objectives for Section Staff to achieve overall Bureau objectives.

    • Assesses the ongoing effectiveness of program policies and administrative rules and develops new and/or revised policies to ensure consistent and legally defensible compliance with all applicable laws rules and regulations as well as effective program management and operations. This involves assessing current policies legislative intent and requirements financial impacts and other available resources; identifying and/or developing alternative policies; and proposing law or rule changes to the Bureau Chief.

    • Developes establishes maintains and recommends business-related updates to the State Forest Land Management Plan (SFLMP) associated Administrative Rules of Montana for Forest Management (ARMS 36.11.401-450) and guidelines for statewide forest management applications. Ensures appropriate incorporation of legal responsibilities and ensures that the results of field activities meet specific program goals and objectives. Integrates complex and sometimes controversial and/or unprecedented factors related to scientific political economic and community issues into section programs on a project and/or statewide basis.

    • Represents the Bureau and Division as needed.

    • Researches develops and prepares Executive Planning Process (EPP) packages related to business management operations for review by Bureau Chief and Executive and Legislative branches of State government.

    • Assists the Bureau Chief in the preparation tracking and updating of all Bureau Budgets.

    • Develops and coordinates with other section supervisors and the Bureau Chief new and/or revised Bureau policies and strategies. Reviews proposed policies and strategies to make sure they can be implemented in a practical economic and efficient manner.

  • Section Operations:

    • This position administers the Business Services Section budgets policies and resources to ensure efficient and cost-effective program operations as well as compliance with statutory responsibilities and related laws. This involves administering and monitoring policies and procedures of the Section; assessing obtaining and allocating necessary financial material and human resources; implementing new policies and technologies; and assessing the ongoing effectiveness of Section programs and services.

This position supervisors two (2) staff.
