JOB TITLE: Consultant

DURATION:5 months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Ethics Office of WFP was created in WFP by ED Circular 2008/002 and is mandated by the Secretary-Generals Bulletin ST/SGB/2007/11. The Ethics Office assists the Executive Director in ensuring WFP functions consistently with the highest standard of integrity as required by the Charter of the United Nations the Standards of Conduct for International Civil Service the WFP Code of Conduct other relevant administrative issuances and high ethical standards.

The Ethics Consultant will report to the Senior Ethics Officer of the Ethics Office and work collaboratively with others in the Ethics Office to support an ethical culture in WFP through the mandate of the Ethics Office. The Consultant will work primarily on Advice and Guidance (A&G) and the Annual Conflicts of Interest and Financial Disclosure Programme (ADP) in the A&G/ADP unit and be capable to collaborate as needed with the rest of the Ethics Office

ACCOUNTABILITIES/RESPONSIBILITIES:

1. Provide advice and guidance on ethics and standards of conduct to WFP employees senior management Audit Committee and Ad hocs reviews;

2. Provide advice to personal functional and organizational Conflicts of Interest;

3. Advise on possible avenues to address sensitive situations concerns and ethical dilemmas facing WFP employees;

4. Advise on making obligatory disclosures for example as related to gifts;

5. Impart practical relevant and useful advice and guidance through excellent oral and written communication;

6. Take forward lessons learnt from unique advisories for more widespread application;

7. Address requests for advice and guidance timely;

8. Provide advice and guidance as related to the Annual Conflicts of Interest and Financial Disclosure Programme (ADP);

9. Monitor acknowledge and address queries as related to the ADP;

10. Act as the primary liaison with the third-party consulting company for the ADP ensuring high- quality and timely service;

11. Properly track and record all queries;

12. Innovate through proactive guidance and tools;

13. Review and provide comments on policies issued by OPC and policies and guidelines issued by ETO

14. Draft content for articles on the WFP Go site ETO toolkits and other outreach materials

15. Contribute to infrastructure and accountability in the Ethics Office for example by creating standard operating procedures; and

16. Other tasks as assigned by the Senior Ethics Officer in furtherance of the mandate of the Ethics Office and a strong culture of ethics and accountability.

DELIVERABLES AT THE END OF THE CONTRACT:

Advice is properly and timely provided and recorded. Projects are concluded efficiently and competently.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced university degree in law ethics government public administration international affairs compliance or other related fields.

Experience:

A minimum of 6 years or more of experience in ethics legal compliance or other related areas.

Knowledge & Skills:

Ability to:

-work productively respectfully independently yet collaboratively with colleagues in the Ethics Office and other subject matter experts in WFP and in the profession of Ethics and with appropriate oversight;

-prioritize and re-prioritize;

-be responsive to the field and to high-risk/sensitive/time-sensitive issues;

-provide advice and guidance to a wide arrange of stakeholders on a wide array of ethical issues;

-manage projects efficiently; manage multiple issues and multiple projects simultaneously and successfully and meet deadlines;

-act with integrity independence and impartiality in the best interests of WFP;

-display excellent interpersonal skills; and

-work confidentially and maintain confidence.

Languages:

Fluency in the English language. Working knowledge of another official UN language is preferred.
