JOB TITLE: Partnerships Consultant

UNIT/DIVISION: CO Support Hub - Public Partnerships Division (PPD)
DUTY STATION (City Country): Manila Philippines
DURATION: 11 months
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFPs new Public Partnerships Division (PPD) builds on the experience of the former Multilateral and Programme Country Partnerships (MPC) Global Partner Countries (GPC) and the Partnerships Coordination Service (PCS) to expand strategic engagement and country office support across donor types. Coherent country office support will be provided through the Partnerships Departments CO Support Hub.
The Hub is a corporate initiative to expand and diversify partnerships to increase CO resourcing and support countries achieve the Sustainable Development Goals (SDG) particularly SDG2.
The Consultant will report to a Partnerships Officer in charge of CO Support. The Consultant would support COs partnership journey from planning to opportunity confirmation and is expected to travel to the field where requested. The Consultant will support a designated set of Country Offices and act as a focal point for specific corporate processes donor accounts and themes.

ACCOUNTABILITIES/RESPONSIBILITIES:
1. Under the supervision of the team lead for CO Support and in coordination with donor account managers and regional offices the Consultant will:
2. Planning and business development
3. Provide strategic advice and analysis to COs engaged in the development of CSPs BRs and related Partnering & Resourcing Strategies (PRS).
4. Provide hands-on support to COs in designing and drafting proposals general and donor-specific value propositions regular and ad hoc reports and communication and advocacy products.
5. Conduct funding landscape assessments (donor mapping) aimed at exploring diversified funding opportunities for specific areas of their CSPs.
6. Develop tailored donor engagement plans to support CO fundraising efforts.
7. If required support COs with donor engagement working as point of contact for problem solving between donor focal points across Global Offices and HQ and CO teams.
8. Prepare briefing materials presentations and pitches for high-value donor engagements.
9. Provide surge support during emergencies or peak periods (virtual or in-person).
10. Information management and coordination
11. Maintain up-to-date CO and partner knowledge relying on Salesforce CO and PI available information.
12. Contribute to HQ information requests and Senior Management briefs on CO partnerships. Specifically prepare resourcing and partnerships briefs for emergency operations and consolidate inputs from Accounts team/GO/other PI department and provide resourcing overview for DED briefs.
13. Manage and route CO support requests to relevant focal points and facilitate information flow between COs and PI legal finance and technical teams.
14. Support development of guidance and feed lessons learned and best practices into the PI knowledge system.

15. Promote use of available tools and guidance by COs.
16. Ensure PI-RO alignment in provision of CO support.
17. Track and analyze resource mobilization results across COs.

19. Conduct the partnership functional review (e-PRP) of CSPs and BRs.
20. Prepare analytical briefs for s-PRP.
21. Review of the Partnerships and resourcing sections of ACRs.
22. Identify and escalate partnership risks (e.g. compliance reputational funding gaps) to PI management
23. Undertake any other duties as required by the supervisor.

DELIVERABLES AT THE END OF THE CONTRACT:
-Effective support to COs to protect grow and diversify resources
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: A masters degree or equivalent in one or more of the following disciplines: political science economics international affairs public administration social sciences development studies or any other field related to international development or humanitarian assistance.
Experience: At least 6 years of working experience in development consultancy research humanitarian response would be preferable. Working directly in or with WFP operations is an asset. Previous work experience in various country contexts and with partnerships management strongly preferred.
Knowledge & Skills: The ideal candidate will have diverse mix of experience related to the portfolio and would benefit from familiarity with WFPs operations policy planning and partnerships. The candidate should have a multidisciplinary and versatile professional experience working in various sectors. He/She should be a self-starter organised flexible and comfortable with working with multiple internal and external actors and to tight deadlines. Strong writing analytical and research skills; good interpersonal skills teamwork spirit and ability to work in multicultural settings; superior cognitive capacity.

Languages: Proficiency/level C of English (requirement); Proficiency in at least one other WFP working language(s) desired (French Spanish Arabic Russian Portuguese or Chinese)
