The Emergency Planning System (EPS) Senior Administrative Analyst will work on SFPUC Mass Emergency Notification Administration/Support update of Division Emergency Operations Plans (DEOPs) and Emergency Action Plans (EAPs) and development of post emergency cost recovery procedures.
Essential Functions:
Emergency Communications Analysis:
- Establish a regular and centralized program for testing of SFPUC emergency communications equipment across applicable enterprises and divisions. This includes: Incident Command phones cellular phones satellite phones satellite internet devices and other emergency communication methods.
- Ensure EPS has accurate inventory of division equipment share best practices/purchasing strategies.
- Schedule and lead bi-annual coordinated testing of equipment through SFPUC Department Operations Center (DOC) at 525 Golden Gate Ave.
- Coordinate within EPS to eventually incorporate functional emergency equipment testing into future SFPUC emergency exercises.
- Incumbent will be expected to manage mass notification system contacts and work with Emergency Planning Director on strategies for more efficient management and operation of system.
Emergency Plans Analysis and Lead:
- The SFPUC has multiple emergency plans including Emergency Operations Plans Continuity of Operations Plans and Emergency Action Plans (facility-specific). Many of these plans are out of date and require review and update. Incumbent will prioritize needs lead review process and coordinate revision and update of plans. It is critical all work is done in partnership with other EPS staff to ensure plan updates include a training and exercise component once completed.
Training and Exercise Planning Analysis and Support:
- Assess emergency training completion data and further needs across SFPUC enterprises bureaus and divisions.
- Leverage Incident Command System (ICS) assignments in current emergency plans and crosscheck that staff assignments match training records.
- Work with EPS staff to provide and promote opportunities for future trainings.
- Engage consultants as needed for more complicated/specialized trainings dependent upon staff needs.
Post-emergency cost recovery:
- Supports disaster cost recovery documentation to allow the SFPUC to be reimbursed for personnel equipment and material costs expended responding to federally declared disasters. Assists to establish written policies and procedures on how to account for disaster-related reimbursable costs and trains SFPUC staff on cost recovery procedures.
Supports the response to local disasters and emergencies:
- Performs duties as assigned during an emergency in which the SFPUC is involved including working in the Department Operations Center or the Emergency Operations Center if activated.
Class 1823 Senior Administrative Analyst performs other related duties as required.
Qualifications :
Minimum Qualifications:
Possession of a baccalaureate degree from an accredited college or university and three(3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis development administration and reporting in major programs and functions of an organization in the areas of budgets contracts grants policy or other functional areas related to the duties of positions in the 182X Class series.
Substitution:
Possession of a graduate degree (Masters degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration management business law contract law public policy urban studies economics statistical analysis finance accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
