BACKGROUND

The People & Training Directorate is responsible for delivery of the MOD Sponsored Cadet Forces for the Royal Navy (RN) iaw Defence Enabling Objective 11.11.

Operating under the direction of Director People & Training (Dir P&T) who in turn delegates to Commander Royal Navy Cadet Forces (Comd RNCF) the responsibilities encompass the funding support and management of training and activities delivered to RN recognised Youth organisations collectively known as Royal Naval Cadet Forces (RNCF) which incorporates the Combined Cadet Force RN/RM (CCF) Sea Cadet Corps (SCC) Volunteer Cadet Corps (VCC) and the Royal Navy Affiliated Sea Scouts (RNAffSS).

PURPOSE

Primary Purpose. RNCF SO3 INFRA is responsible for the coordination and management of infrastructure projects across the Royal Navy Cadet Forces excluding those specifically delivered by the MSSC.

Secondary Purposes. To act as RNCF HQ Building Manager.

ACCOUNTABILITY

RNCF SO3 Infra is accountable to DComd RNCF for delivery of outputs with routine daily tasking being co-ordinated by COS RNCF who will act as Line Manager and 1RO.

AUTHORITY

RNCF SO3 Infra is authorised to represent Comd RNCF in matters of direct relevance to RNCF Infra issues liaising directly with internal and external stakeholders as necessary on behalf of the DComd RNCF including:

The Marine Society and Sea Cadets Reserve Forces and Cadet Association other organisations involved in uniformed youth activity (Scouts Association Girl Guiding UK etc) the Army Cadets and RAF Air Cadets Organisations MOD Reserve Forces and Cadets and RN/RM host unit Heads of Establishment.

P&T Directorate NCHQ Infra COMMARRES HQ.

Other MOD organisations such as DIO.

Defence Contractors involved in the delivery and management of RN Infra matters. e.g. FDIS.

RESPONSIBILITIES

Principal tasks are to:

Lead on the coordination of Infra elements of Project Powerful1.

Coordinate the management of RNCF Infra Projects.

Manage the Infra development of RNCF HQ & RNCF Training Centres ensuring collaborative use of facilities by all elements.

Act as the RNCF focal point for Infra matters.

Represent RNCF in broader Cadet Forces growth infra discussions.

Support/advise the development of new RN/RM Cadet units on Defence Estate.

Monitor RNCF Infra expenditure.
