Job Posting Information

To perform inspections coordinate efforts and manage projects in the Public Works & Utilities Department.

This Utility Resource Specialist (URS) position will focus mainly on storm utility tasks. The tasks and duties include assisting with the Citys MS4 permit compliance (public outreach/education illicit discharge detection/elimination construction site erosion control inspection post construction site inspections City/private BMP facility inspections TMDL compliance) City storm utility infrastructure inspections storm utility billing program and account management assistance. The position will have considerable field work to complete duties and tasks.

Essential Duties & Responsibilities (other duties may be assigned)

and analyze all applicable data; determine and document sources of inflow and infiltration (I/I) illicit discharges etc. into the utility systems.
an inspection schedule of the Citys sewer system to determine sources of I/I illicit discharges code violations etc.
individual properties (residential commercial and municipal) for code violations including illicit discharges; proper connections and disconnections to City utilities; inspect construction sites for erosion control and proper function of stormwater management features.
and report findings and violations; provide reports and presentations as necessary and as requested; provide written notice as required.
and coordinate a reasonable schedule with property owners for correcting violations.
citations for violations; assist legal staff including testifying in related enforcement actions.
related educational information and programs.
in the administration of grants and loans as necessary.
in developing and enforcing a pollution prevention programs.
10. Assist and participate in other related Engineering (storm utility) projects as assigned.

Job Requirements

Education & Experience Requirements
of a high school diploma or equivalent; plus at least one (1) year of experience in the operation of a Class A B C or D water or wastewater system or facility or in a related field; or
B. Satisfactory completion of a postsecondary program of courses in stormwater water or wastewater technology approved by the respective agency or department at an accredited institution; or
C.A combination of job related education and work experience which totals at least two (2) years and is considered by Human Resources to be equivalent.

License Requirements
of a valid Minnesota Drivers License or equivalent.
obtain an SD Wastewater Treatment Operator License within six (6) months of hire date and maintain until an SC Wastewater Treatment Operator License is obtained.
obtain an SC Wastewater Treatment Operator License within 36 months and maintain thereafter.
of a Minnesota Department of Health (MDH) Water License preferred.

Selection Process Information

Education/Experience Review (100% of scoring process; 70 pass point): Applicants meeting the minimum qualifications will be rated based on the type (relatedness) and extent of their education and experience as documented on their application and/or supplemental questionnaire. Applicants who pass this exam will have their names placed on an eligible list for this classification.
