King Countys Finance and Business Operations Division Procurement & Payables section is seeking a Sourcing / Procurement / Purchasing Lead (Assistant Specialist ) on the Goods & Services team!

About Procurement & Payables: Our value stream begins with purposeful procurement planning incorporates strategic sourcing a streamlined solicitation process and post award metrics to ensure that our contracts are providing the quality cost delivery and service we expect. We leverage people process and technology to achieve these outcomes. Our Goods and Services staff is responsible for procuring materials supplies equipment and services in support of King Countys operational needs.

Assistant Contract Specialists support King Countys procurement and contracting functions by collaborating with staff suppliers and contractors to ensure transparent inclusive and value-driven business practices. They manage requisitions purchase orders solicitations documentation and inquiries while maintaining compliance delivering high-quality service and contributing to process improvements.

Scope of Job Duties
  • Interact closely with agency staff throughout King County and work with suppliers and contractors to ensure that county business is conducted openly inclusively and provides the best value.
  • Process requisitions create purchase orders and troubleshoot issues as needed in collaboration with internal and external stakeholders in King Countys financial and procurement systems. Monitor agency spend thresholds and help correct discrepancies.
  • Respond to purchasing and contracting related inquiries from internal and external customers.
  • Provide responsive high-quality service by providing accurate complete and up-to-date information in a courteous efficient and timely manner.
  • Support the preparation of competitive solicitations and other sourcing activities. Participate in the development and review of bid specifications tabulations solicitation documents scope of work technical specifications and contract terms and conditions.
  • Compile project documentation ensuring complete and accurate auditable files. Ensure insurance requirements are met. Gather information for supplier disputes and respond to public disclosure requests.
  • Update standard work documents and prepare statistical reports.
  • Participate in process improvement projects to streamline operations and make processes more effective and efficient.
  • Ensure compliance with applicable laws regulations contract terms policies and procedures.

Minimum Qualifications:
  • Basic understanding of contract law regulations procurement methods industry principles and best practices.
  • Ability to communicate effectively and collaborate across functions including facilitating discussions leading meetings resolving conflicts working independently and contributing as a team member while demonstrating strong interpersonal writing and customer service skills.
  • Intermediate level of technology proficiency using MS Office Productivity tools in your daily work
  • Ability to manage your time and adapt to changing priorities work on multiple priorities and projects simultaneously meet quick deadlines and produce timely and quality work products.
  • Ability to work with people from diverse backgrounds.

We would love it if you have:
  • Oracle EBS Oracle Cloud or related experience utilizing procurement technology
  • Experience developing and conducting training
  • Procurement Certification(s) such as CPPB (Certified Professional Public Buyer)
  • Experience with LEAN processes and principles
  • Experience with SharePoint MS Teams and other collaborative online tools

Position Information:

  • Work Site Details:The team works in a hybrid model with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change.The primary onsite location is King Street Center 201 S. Jackson Seattle Washington 98104.Please reach out for additional details at the contact below.
  • Location Requirement:Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
  • Work Schedule:This position is non-exempt from the provisions of the Fair Labor Standards Act and therefore is overtime eligible. Employees are paid on a bi-weekly schedule every other Thursday comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday.
  • Union Representation:This position is Teamsters 117 represented.

Employees will be provided with a County issued laptop. When working remotely employees must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work remain available and responsive during scheduled work hours and follow FBODs hybrid/remote Guidelines including on-camera participation during virtual video meetings. King County has a robust collection of tools and resources to support working remotely.
