This position will have the opportunity for a hybrid schedule (a combination of in-office and remote workplace). This position will work in office at least one day a week. During training they are expected to be in the office 5 days a week. **Please note - equipment provisioning and certain onboarding tasks will take place in person in our downtown Denver office on the first day of employment.
The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive community-informed data-driven high-quality and equitable early childhood system that supports the care education and well-being of all Colorados young children their families and early childhood professionals in all settings. CDEC provides access to collaborative coordinated quality early childhood programs and support to children families and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners including parents schools child care providers Early Childhood Councils counties Community Centered Boards early intervention service providers family resources centers county human services county public health businesses community organizations and other stakeholders to provide high-quality early childhood and family support programs.
The Division of Early Learning Licensing and Administration (DELLA) is the States lead agency in planning and implementing public child care addition the Division is responsible for the licensing and monitoring of child care facilities. DELLA ensures the health and safety of children in less-than-24-hour licensed (or license-exempt) early care and education environments by promulgating regulations for child care that ensure minimum standards for the health and safety of facilities. The Division accomplishes this through the annual inspection and monitoring of child care facilities consultation and coaching for early care and learning professionals and collaborating with early care and learning providers child care associations Early Childhood Councils local governments and county agencies advocates and other important stakeholders.
The Division of Early Childhood Background Check Unit (BIU) is the lead States agency in providing a comprehensive pre-licensing background program for the Colorado Department of Early Childhood and the Colorado Department of Human Services to reduce the risks to vulnerable persons. Screen applicants who are applying for employment within child care facilities licensed by CDEC foster care adoptions kinship care volunteers interns camps community mental health residential child care facilities and individuals to provide better protection for children in the State of Colorado. The Background Investigation Unit accomplishes this by providing an interpretation of background statutes functioning as a statewide authority in background screening program development operation and updates. The Background Investigation Unit performs background screens using the departments automated data system Trails. The Trails system captures reports of child abuse and neglect that have been investigated by county departments of human/social services. Individuals seeking employment involving children foster care placements adoption and volunteer activities are required to be screened against this data. This unit provides information to other states when former Colorado residents seek to be foster care placement families in the state they currently reside.Description of Job
CDEC welcomes you to apply for this Abuse & Neglect Background Technician Supervisor position! This position exists to assist with oversight and supervision of the Abuse and Neglect Check Team as well as provide technical assistance by utilizing independent judgment technical knowledge and computer skills and employing research tools available to the Department of Early Childhood employees agencies and the public through the interpretation of laws rules policies procedures and processes directly related to background investigation functions. This position applies knowledge of and/or interpretation of information and then advises/educates others on technical background investigation issues or matters as needed. This position researches and draws on learned knowledge to exercise judgment in providing quality customer service. They will review and make recommendations to the Unit Manager and Unit regarding the overall content order and format of Abuse and Neglect Check procedures and processes. Deliver solutions to internal and external customers in a timely accurate and comprehensible format to ensure the continued success of the Abuse and Neglect Check Unit. This position assigns trains supervises and reviews the work of the unit regarding the BIUs background program policies practices and procedures. Assist with the management of information and support systems as they relate to the BIU.
Major Job Duties include but are not limited to:
- Serves as supervisor for the abuse and neglect check unit.
- Performs background screens using the departments automated data system Trails. The Trails system captures reports of child abuse and neglect that have been investigated by County departments of human/social services. Individuals seeking employment involving children foster care placements adoption and volunteer activities are required to be screened against this data.
- Responds to regular and escalated complaints from customers concerning unit processes using independent judgment and professionalism.
- Provides training to BIU department county staff as well as other customers on the processes and procedures involved in the Trails system use & background screening function.
- Assists with training Division of Early Learning Licensing and Administration Division of Child Welfare Provider Services Unit Division of Early Learning Licensing and Administration Contractors and Exempt CCCAP Specialist in Background Investigation Unit processes and procedures.
- Plan prioritize assign analyze and monitor workflow and maintain appropriate staffing levels and review progress to ensure the quality and quantity of work meets standards and deadlines for deliverables to meet program goals and objectives.
- Independently researches and analyzes interprets and applies rules procedures statutes policies and practices regarding facilities licensed by the Colorado Department of Early Childhood as it pertains to criminal background investigations.
- Identifies and analyzes criminal records and supporting documents for matching and non-matching records based on the disposition of the arrest decides whether a licensing investigation should be conducted and if licensing staff should proceed with negative licensing action or if to proceed with licensing.
- Evaluates and analyzes inter-state criminal sex offender registry and child abuse background checks to ensure compliance with CCDBG federal and state statutes.
- Reviews and evaluates criminal records and supporting documents.
- Conduct follow-up reviews of completed investigations that were conducted for accuracy to ensure Child Care Licensing Act criteria have been met and to determine if the investigation process obtained sufficient information to support the appropriate licensing action.
- Provides technical consultation regarding statutory questions interpreting gray areas addressing inconsistencies and providing interpretive authority regarding procedures policy and practices in relation to childcare facilities foster care adoptions and licensing issues as related to backgrounds.
- Serves as background investigation expert to both licensed and non-licensed childcare facilities and the Division of Early Learning Licensing and Administration and Division of Child Welfare Provider Services Unit.
- Serves as a technician for criminal background check in the area of Child Care backgrounds (i.e. analysis of CBI and FBI fingerprint checks court dispositions Colorado State Courts/ICON Trails legal reporting requirements address inconsistencies creating/modifying internal procedures processes training manuals consultation etc).
- Research information from the Colorado State Courts Data Access system to identify arrest histories that match Colorado Bureau of Investigation arrest records and determine if CSC Data Access has any additional arrest information.
- Reviews and analyzes all data received on the National Sex Offender registry (NSOR) to ensure it is in compliance with federal and state statutes.
- Assists in monitoring that employment criterion is being met and assesses suitability of applicants qualification while meeting department and legislative requirements by interpreting legislation and policy intent.
- Research subsequent arrest information received with the Colorado Judicial Departments CSC Data Access system to identify arrest histories that match CBI arrest records received and determines if CSC Data Access system has any additional arrest information.
- Provides complete and thorough interpretive information to supervisors and/or appointing authorities as a baseline for their decision concerning eligibility for continued employment of employees with The Vulnerable Person Act.
- Responsible for translating and integrating the information from confidential TRAILS and FBI information into an acceptable format with information that can be released outside the department in accordance with TRAILS FBI and other regulations by utilizing knowledge of various laws rules requirements etc.
- Must be well-versed in the Vulnerable Persons Act Child Care Licensing Act Licensing Rules and Regulations. Knowledge of Criminal Codes for all 50 States CDEC Policies & Procedures Colorado Bureau of Investigation Policies and Procedures Federal Bureau of Investigation Policies and Procedures Trails Guidelines and Laws Colorado Revised Statutes.

Bachelors Degree in Human Services Social Work Psychology Sociology Criminal Justice Public Administration Public Safety or Behavioral Science & at least one (1) year of experience in Child Welfare Criminal Justice Background Investigations Human Services or a Regulatory/Licensing Environment which must have included the following:
- At least one (1) year of experience applying and interpreting state and federal statutes regulations or policy
- At least one (1) year of experience with investigative or analytical work involving case review documentation evaluation or decision-making regarding eligibility/approval.
Substitutions:
Additional related experience may substitute for the education on a year-for-year basis. Additional appropriate education in a related field may substitute for the experience requirement on a year-for-year basis.
