The Norfolk Emerging Leaders Program provides Norfolk youth between the ages of 16-21 with meaningful paid summer work experiences. Youth have an opportunity to explore careers in local government and gain value hands-on work experience through placement in various job assignments in City departments. The program provides job readiness training and financial literacy education to develop the essential skills necessary to better prepare young people for the future workforce.
This position requires the availability to work up to 30 hours per week. Work hours workdays and work schedules may vary based on job assignments

Departmental Hiring Salary Range: $15.00 Hourly
Essential Functions
Minimum qualifications for the program include:
Submit a copy of most recent transcript for the 2025-26 school year. Unofficial college transcripts are accepted.
Must complete an online application
U.S. citizen or legally authorized to work in the U.S.
A resident of Norfolk.
Must be between the ages of 16 and 21 as of June 1 2026.
Be currently enrolled in high school vocational/trade school or an accredited college or university.
Participant must commit to work up to 30 hours per week and be available to work the duration of the program between June 1st and July 24th.
Participants must not miss more than three (3) workdays of the program. This includes missed workdays for other commitments to include but not be limited to summer school athletic camps practices summer vacations or other employment.
Attend all mandatory program orientations trainings workshops events and activities.
All participants 18 years of age or older are required to complete a background check.
Education/Experience
No prior work experience required.
