Job Summary

SH-777 - Civil Rights Specialist Indianapolis IN ROLE OVERVIEW

As a Civil Rights Specialist at the Indiana Civil Rights Commission (ICRC) you will be responsible for reviewing and analyzing civil rights complaints conducting investigations drafting consent agreements and facilitating conciliation efforts. The role requires a strong understanding of civil rights laws mediation skills and the ability to handle a high caseload while maintaining objectivity and confidentiality.

KEY RESPONSIBILITIES
  1. Case Analysis and Investigation:

    • Review civil rights complaints to identify relevant facts legal issues and violations.

    • Conduct interviews with complainants respondents and witnesses to gather pertinent information.

    • Draft written summaries of investigations making recommendations for probable cause based on findings.

  2. Mediation and Conciliation:

    • Conduct mandatory conciliation attempts when probable cause is found.

    • Facilitate conciliation conferences striving to resolve disputes through mediation and negotiation.

    • Draft consent agreements to formalize resolutions and monitor compliance.

  3. Testimony and Hearings:

    • May be required to testify at evidentiary and appeal hearings when necessary.

  4. Compliance Monitoring:

    • Monitor the compliance of all consent agreements through onsite assessments and by reviewing compliance reports.

  5. Record Maintenance and Case Management:

    • Maintain accurate and updated case files ensuring all records comply with ICRC standards and confidentiality requirements.

    • Keep monthly statistics on mediation conciliation and compliance activities.

  6. Public Education and Outreach:

    • Participate in ICRC-affiliated public outreach and education events.

    • Serve as a resource to educate and train the public and other stakeholders about civil rights laws and the work of the ICRC.

  7. General Administrative Support:

    • Perform other duties as assigned by the supervisor including preparing materials for training assisting with public relations efforts and updating case files.

DIFFICULTY OF WORK

This position involves conducting complex investigations and applying legal principles to determine if civil rights laws have been violated. The role demands critical thinking sound judgment and the ability to handle sensitive information while maintaining confidentiality.

RESPONSIBILITY
  • The incumbent is responsible for ensuring accurate investigations timely conciliation and compliance with civil rights laws.

  • Errors in work or faulty judgment can significantly impact the integrity of the commission and its ability to maintain public trust.

  • Must provide clear well-documented findings and recommendations based on case analysis.

WHAT YOULL NEED FOR SUCCESS

To be considered for this position you must meet the following qualifications:

  • Education & Experience:

    • Four years of full-time professional experience in civil rights law public administration social services or related fields.

    • Substitution: Accredited college training in law sociology psychology labor relations public administration human resources or business administration may substitute for the required experience on a year-for-year basis.

  • Skills & Knowledge:

    • Thorough knowledge of the Indiana Civil Rights Law EEOC and HUD rules and relevant court decisions.

    • Specialized knowledge of civil rights principles and trends at the state and national levels.

    • Ability to analyze data and testimony relevant to areas of civil rights law including employment housing credit public accommodations and education.

  • Key Abilities:

    • Ability to conduct investigations assess difficult cases and make objective recommendations.

    • Strong skills in negotiation and mediation to facilitate dispute resolution.

    • Ability to maintain confidentiality and exercise discretion.

    • Strong written and verbal communication skills with the ability to present complex findings clearly and concisely.

    • Exceptional organizational skills and the ability to manage a high caseload in a fast-paced environment.

POSITION-SPECIFIC DETAILS

The ideal candidate will be self-motivated able to work independently and adapt quickly to the dynamic needs of the Commission. You will operate within a defined framework but must demonstrate initiative and an ability to work efficiently under changing conditions. A background in law or a related field along with strong analytical and writing skills is preferred.

SUPERVISORY RESPONSIBILITIES/REPORTING

This position may involve supervisory responsibilities depending on the needs of the agency. The incumbent may be required to oversee the work of other staff or contribute to training and mentoring activities.
