GENERAL DESCRIPTION:


The Community Treatment Services Unit Manager provides leadership management and oversight of the Community Treatment Services Unit which includes the Behavioral Health Centers and recovery efforts around the state. The position has responsibility for supervising staff in the development and implementation of unit and Division objectives including system planning service implementation and coordination oversight and monitoring and managing budgets. The position develops and manages the implementation of new policies and procedures recommends policy and new legislation to the supervisor and participates in strategic planning. The Community Treatment Services Unit Manager will also act as the Sections budget analyst. This position reports directly to the Administrator of Mental Health and Substance Abuse Services.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Provide direct supervision to professional staff. Supervise direct monitor and evaluate the performance of subordinate staff in the development and implementation of programs and services. Coordinate activities with other units within the Division and Department. Oversee daily operations of programs and special projects assigned to the unit. Conduct performance appraisals and hiring interviews and make hiring recommendations. Manage work improvement plans and disciplinary actions. Provide support mentoring and coaching to staff in attaining professional and Division goals and assist in obtaining relevant training and professional development opportunities for staff. Coordinate and manage unit policy implementation and planning processes relating to mental health and substance use treatment services and recovery supports. Determine the units priorities analyze reports and evaluations and make data-driven decisions taking into account national trends and practices. Interpret federal grant provisions and state regulations.
  • Develop applications and manage application review processes consistent with Division rules. Write contracts develop funding recommendations manage budgets and approve payments and other expenditures. Develop contract language and requirements that ensure compliance with programmatic legislative and departmental policy and accountability expectations. Make recommendations to withhold funds when necessary. Provide technical assistance and consultation to providers and boards of directors of contracting agencies on contract requirements billing issues service definitions expectations and system changes. Coordinate treatment activities with the Grants and Program Unit to ensure grant funding and requirements are met. Act as the Section lead for the Departments HealthStat program.
  • Coordinate quality management processes with the Quality Unit Manager in the monitoring of provider performance and compliance with contract requirements. Review status and outcomes reports and support the development of performance improvement plans. Participate with the Quality Unit in the execution of onsite and desk reviews of contracted providers. Advance service delivery through the planning and implementation of identified initiatives that support Division and system goals and objectives. Writes reports.
  • Work with the Divisions fiscal manager to develop annual and biannual budgets for the section. Collaborate with unit managers and the section administrator to develop budget proposals. Monitor and analyze contract and organizational spending trends and evaluate financial data to identify areas for resource optimization; recommend adjustments as needed. Prepare clear concise financial resources and hold standard meetings for management to review.
  • Planning and system improvements: Participate in strategic and system planning and develop strategies to achieve unit and Division goals. Participates in and/or leads planning groups and work groups to improve service delivery continuity of care and outcomes. Collaborate with Medicaid provider groups Ombudsman Guardianship Corporation Protection and Advocacy and other divisions and departments on system planning and other initiatives. Write reports and summaries regarding programmatic issues and the status of initiatives. Work with and maintain regular communication with providers through meeting attendance conference calls and email communication to advance Division and system goals objectives and identified initiatives.

Qualifications


PREFERENCES:

Preference will be given to candidates with a Masters Degree or equivalent in a human services field public administration or public health or 4-6 years if progressive work experience.

  • Knowledge of mental health and substance abuse service delivery principles and recovery-oriented systems of care.
  • Skill in the management and supervision of staff.
  • Skill in leadership team building group facilitation problem-solving and conflict resolution.
  • Knowledge of and skills in policy development planning and project management.
  • Ability to apply information and knowledge into practice.
  • Written and oral communication skills
  • Skill in information analysis and application.
  • Knowledge of federal grant management practices and policies.
  • Knowledge of legislative and state government regulations practices and operations.
  • Skill in public speaking and interacting with diverse groups.
  • Ability to develop and maintain strong working relationships with stakeholders.
  • Computer skills to include basic spreadsheet development word processing and report development.


MINIMUM QUALIFICATIONS:

Education:
Bachelors Degree (typically in Healthcare)
Experience:
2-4 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Manager I
OR
Education & ExperienceSubstitution:
5-7 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Manager I

  • The employee may sit comfortably to perform the work; however there may be some walking standing bending carrying light items driving an automobile etc.
