Office of Enforcement Orders Division

The Orders Division is responsible for inspecting oil and gas wells and the associated facilities to ensure compliance with applicable regulations the processing of Unit Termination applications and the approval of Unit Survey Plats.

LOCATION AND POSITION INFORMATION:

This Petroleum Scientist 1 2 or 3 is located in the State Orders Division within the Office of Enforcement (OENF) in Baton Rouge LA with a core function of monitoring compliance with rules and regulations of oil and gas operators within the state.

Minimum Qualifications

A bachelors degree in a geoscience field or engineering.

Job Duties and Other Information

Job Duties:

This position serves as a Petroleum Scientist responsible for reviewing Lease Facility Inspections and Narrative Reports submitted by Conservation Enforcement Specialists (CES) to ensure compliance with the rules and regulations of the Office of Enforcement. When appropriate this position will issue Compliance Orders and recommend Civil Penalties regarding deficiencies for oil and gas production facilities and ensure violations are corrected in a timely manner.

As a Petroleum Scientist this incumbent will carry out numerous tasks and additional duties include but are not limited to the following:

  • Reviews Lease Facility Inspections Drilling and Workover inspections Production Pit Inspections Reserve Pit Inspections and Narrative Reports submitted by Office of EnforcementConservation Enforcement Specialists (CES)to insure compliance with the rules and regulations of the Office of Enforcement and when appropriate writes Compliance Orders and where applicable recommends Civil Penalties regarding deficiencies for oil and gas production facilities and oilfield pits. It is the responsibility of the incumbent to insure that violations are corrected in a timely manner.
  • The Incumbent is also responsible for handling complaints from land owners or concerned citizens regarding oil and gas operation in the vicinity of the property. This includes contacting the appropriate District Manager for the dispatch of a CES to investigate and inspect the area in question. Further if any violations are noted it is the incumbents duty to initiate corrective action and keep complainant informed of all actions taken by this Office.
  • Incumbent reviews unit survey plats submitted for units created by field orders issued by the Executive Director of Enforcement and either approves of rejects same.
  • Incumbent is responsible for processing site clearance applications and reviewing site clearance verification reports to insure compliance with all applicable rules and regulations.
  • Incumbent is responsible for processing applications for the administrative approval of unit terminations under the provisions of Statewide Order No. 29-L-3.
  • Ensures that the notice for unit termination is legally advertised in the correct manner and that proper notification is given to the required parties.
  • Incumbent may accompany CES on field inspections to insure compliance with rules and regulations of the Office of Enforcement via helicopter seaplane boat and/or vehicle as applicable. Keep abreast of changes in regulations and technology by attending conferences and seminars concerning the oil and gas industry.
  • In addition to the above duties incumbent performs all other related tasks as assigned and assumes additional engineering responsibilities as deemed necessary.

Compensation: The salary offered will be determined based on qualifications and experience.

**Note regarding the advertised pay range:The Petroleum Scientist Manager 2 has an established special entrance rate (SER) that is set above the minimum of the pay level and the advertised minimum.

This vacancy is being announced as a classified position and is open to all qualified applicants.This position requires the selected applicant to serve a minimum probationary period of twelve (12) months. A current permanent status state employee may be required to accept a probational appointment in lieu of promotion.
