JOB TITLE: PATHWAYS Project Manager

LOCATION: Upper Egypt Field Office- Minya.
GRADE: 2TYPE OF CONTRACT: Fixed Term contract and the position is subject to donor approval.

CHILD SAFEGUARDING: (select only one)

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The PATHWAYS Project Manager is responsible for project-level management will provide oversight and management to the project team in planning execution monitoring report writing budget and award management to meet timelines and deliver quality activities within the projects life. The role involves working closely with partners ensuring compliance with SCI and donor requirements and maintaining strong relationships with stakeholders.

In the event of a major humanitarian emergency the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Reports to: Upper Egypt Field Office Manager

Staff reporting to this post: Health senior officer Community engagement and advocacy senior officer Gender Officer Community mobilisation and Operations Officer.

KEY AREAS OF ACCOUNTABILITY :

1. Project Management.

Direct management of daily activities and operations of the project.

Oversight of partner activities maintaining quality relationships and providing technical support.

Ensure project implementation in line with GAC SCI and SCC requirements.

Implement project activities in a timely and quality manner.

Coordinate with the relevant team members and partners to ensure high quality financial and narrative reports are submitted to donor in a timely manner.

Regularly review and update the risk management plan.

Work with the MEAL team to implement the MEAL package and ensure accurate data collection and analysis.

Manage project resources assets equipment and supplies in line with SCI and donor requirements.

Ensure timely completion of procurement and logistical processes.

Conduct regular field visits to project sites providing technical support and guidance.

2. Budget Management and Compliance

Manage project financial processes in close cooperation with the Finance team and in line with SCI finance policies and procedures.

Responsible for financial management of project budget; forecasting planning tracking of expenditures and burn rates.

Ensure expenditures are approved and in accordance with the budget lines.

Ensure sub grant and contracts are managed in line with SCIs award policies.

Ensure that SCI regulations are communicated to the project staff and that all activities meet SCIs requirements financially and technically.

Assistance and Capacity Strengthening

Responsible for upholding the theory of change of the project championing gender transformative approaches and child rights programming

Ensure appropriate training/capacity strengthening for project staff members and local partners through detailed capacity strengthening plans leveraging support from SCI and SCC technical staff.

Provide other technical support particularly in the areas of project development research monitoring and evaluation and/or ensure that adequate support is being provided.

Oversee the identification and selection of appropriate short and long-term technical assistance to support project quality (e.g. drawing on technical assistance within the Country Office).

Provide overall technical leadership of the project but also regularly liaise with the technical specialists to ensure that all project activities are implemented in line with quality standards. This includes arranging for technical support visits trainings development of materials and so forth.

4. Human Resources support

Ensure appropriate staffing for the project.

Supervise the project team conduct performance management and provide feedback.

Maintain professional relationships with partners and team members.

Build and nurture effective teamwork and ensure a cohesive workplace environment for optimum staff retention.

Utilize the Performance Management System define expectations of staff members develop work plans and improvement plans as needed and provide technical support for staff development.

Ensure communicating and mainstreaming SCI policies and procedures as well as accountability and child participation practices throughout the project activities.

5. Representation and Advocacy

Act as SCIs project representative and maintain strong links with community leaders government and NGOs.

Organize advocacy activities to develop strong partnerships with communities.

Work with the advocacy team to align project activities with advocacy strategies.

Advocate and influence government agencies and other stakeholders on issues of adolescent girls sexual and reproductive health and gender-based violence.

6. Child Safeguarding:

Support the implementation of child safeguarding policy within the project cycle; including identifying and addressing risks to children that are caused/exacerbated by project design and intervention.

Ensure that project activities are safe for children and that all steps are taken to ensure their meaningful and safe participation.

Provide leadership and guidance in the implementation of the child safeguarding policy and the code of conduct within the project.

7. General:

Contribute to the development of communications products in collaboration with the CO Communications team;

Comply with Save the Children policies and practice with respect to safeguarding code of conduct health and safety equal opportunities and other relevant policies and procedures;

Ensure the security health and well-being of staff and that staff management and other processes and policies and systems reflect SC s principles of equity and fairness.

QUALIFICATIONS AND EXPERIENCE

Bachelors degree in development studies social sciences or public health.

Minimum 5 years of experience in project management.

Strong understanding and experience in Adolescent Sexual and Reproductive Health and Rights and Gender Equality.

Proven experience with budget and finance management.

Proven experience in working with local partners

Excellent communication skills in English and Arabic.

Ability to network advocate and engage positively with local government authorities and communities.

Strong analytical and conceptual skills.

Ability to work with limited supervision and use own initiative.

Experience on child rights programming an asset
