BACKGROUND AND PURPOSEOF THE ASSIGNMENT:
The United Nations World FoodProgramme(WFP) is the worlds largest humanitarian agency fighting hunger worldwide. The Technology Division (TEC) of the World FoodProgramme(WFP) is leading the enterprise-wide deployment ofadata and analyticsplatformcalledDOTS which is powered bythe Palantir Foundrysolution.DOTS is at the center ofTECs data ecosystemintegrating data from multiple data sources transforming data tocreate adynamicontologyandprovidingbusiness insights to support decision-making.
TheDOTS Product Manageris accountable and responsible fortheday-to-day operations of the DOTS Platform ensuring Engineering Services Platform Governance Services andData Services teams areproactively delivering valueandproviding access to trusted dataand informationforend-usersacross WFP.The incumbent is also expected tocultivate key stakeholder relationships tocommunicatethe key outcomesand performance benefitsthatcan befacilitatedby a modern data platform. Finallythe DOTS Product Manager must build relationships within TEC tocreate the handshakes necessary for delivering as one TEC team.
The DOTS Service Manager applies dataexpertise product and budget management agile methods team coaching and stakeholder management and is adept at both technical discussions with engineers and delivering DOTS presentationsto business stakeholders.Reporting to the Chief DataOfficerin the TEC Divisionthis role willhelp build andmaintaina team culture whichrelishes curiosity learning trustand adevotion to provision of quality services.
ACCOUNTABILITIES/RESPONSIBILITIES:
Lead the development ofthe DOTSserviceroadmap and ensure alignment of activities and deliverables towardsoperationalgoals.
Establish relationships with key business stakeholders to ensure DOTSproductroadmap and activities supports business needs.
Enablepartnershipcollaborationwith thePalantir focal pointtodevelop a plan for activities with the Palantir Engineering team which will strengthen theDOTS platformroadmapand provide technical advisory support forprojects.
Ensure cost efficiency and ROI calculations are provided for each project whichutilizesthe DOTS platformand provideannualdata on overall cost efficiencies achieved by the DOTSproduct.
Create seamless alignmentwithotherTECX teams to ensureadoptionof data architecture dataanalysisand data engineering best practices.
Collaborate withtheRegional TEC teamsto ensure field needs are also supported by the DOTS platformand project activities
Manage the review and prioritization ofprojects that requireuse ofthe DOTS platform
Establishannualworkplans for the DOTS team including specific breakouts for DOTS Platform GovernanceTechnical TeamMaintenanceTeamand Training.Conduct regular reviewstoensure achievement ofgoals.
Provide subject matterexpertiseand advice to data teams across WFP on data modelling data integration and advanced data analytics.
Understand the data domainsmetadata definitions outputs of data mapping activities to ensurebetter data quality andalignment of data lifecycles
DELIVERABLESAT THE END OF THE CONTRACT:
Create and implementa DOTSServiceRoadmap with key initiatives.For each key initiative create a project plan for delivery andallocateteam membersand track progress.
Establish a Service Catalogue and End-user support for the DOTS product.
Lead the development of the team annual workplan and empowerDOTSteam members toachieveworkplan goalsthrough coaching and mentoring.
Adoptand implementstandard data engineering data modelling data securityand data science practices and processes.
Improve product quality byaligning with data architecture andimplementation of platform improvements aimed at end-users
Establishportfolio andproject managementmethodologyto ensure projectscope timelinesbudgetand prioritizationare realized.
Ensure implementation teams are fullyutilizingSCRUMmethodologyandAzure DevOps to track and deliver Minimum Viable Productsfor projects.
Define and analyse metrics that inform the success ofthe DOTSproduct.Identifyand track key performance metrics.
Manage the Maintenance Team(LTA vendors)and ensuretickets are closedin a timely manner.
Build DOTS community throughtraining communicationand advocacy events.
QUALIFICATIONS & EXPERIENCEREQUIRED:
Education:
University degree indata scienceor computer science/engineering ordata analytics/management.
Experience:
5 years ofhands-ondatamodelling oranalyticsexperience.
In combination with:
2 years ofproduct managementexperience(analytical products or software products).
1year direct experienceworking ona project withdata science AI/ML deliverables.
1 year experience working on projects delivering data visualizations(Tableau MS BILooker etc.)
HighlyDesirable: Experienceworking withPalantirFoundry.
Desirable: Experience working in WFP RB or COofficesand understanding of WFP data domains.
Knowledge& Skills:
Proficiencyin SQL languages such as Python andPySparkand or Scala
Proven experience working oncloudanalytics platforms (e.g.Foundry DatabricksSnowflakeAzure AWS Googleetc.)
Knowledge of data governance principles and data lifecycle management.
Establishedknowledge:product development requirements and risk analysisuser story writing pricing planning financialplanningand strategy.
Experience working with data analysis or otherwise proven record of high technical aptitude and ability to work in highly technical and analytical environments.
Rich experience and proven skills in working towards a common goal in a teamconsisting ofdiverse experiencesand cultural backgrounds with heavy emphasis towards business and non-technical team members and stakeholders outside the team.
Highproblem-solvingskillsand willingness to develop any technical skills needed if any.
Proven ability toanalysebusiness processes uncoveringshapingand documenting business needs and requirements that are aligned with business strategies.
Proven communication skills.
Languages:
Fluency (level C) in English language. Intermediateknowledge (level B) of a second official UN language: Arabic Chinese FrenchRussian Spanish and/or WFPs working language Portuguese.
