Job Summary

VICTORY SQUADRON PROFESSIONAL DIVISIONAL OFFICER (VSDO)

PREAMBLE

TOR provides a framework to assist in achieving objectives and clarifying accountability. Whilst approved TOR is a major contribution towards improved management ultimately it is up to the individual leader to deliver effective and efficient outputs using leadership professional ability and management skills. Thus TOR should not be prescriptive and post holders are expected to exercise initiative and be innovative which may require operating outside their these circumstances post holders are not to be constrained by their TOR in achieving success but must ensure that their line manager is kept informed.

PURPOSES

Primary Purpose. Divisional Officer (DO) for Phase 2 Trainees. Act as a role model for all Phase 2 Trainees and VS Junior Rates to include physical fitness and embodiment of RN Core Values.

Secondary Purpose. To ensure the Care and Welfare of Trainees1 within their Division are meeting standards required of them ensuring they are ready for the transition to sea.

SUPERIORS

VSD** is accountable to VS TO**.

VSDO has the functional authority over duty staff subordinates and Trainees within Victory Squadron during the period of their duty and is accountable to the Officer of the Day and HMS COLLINGWOOD (CWD) Command.

AUTHORITY

VSDO is Authorised to:

Liaise with authorities in the provision of CWD Supervisory Care Directive.2

Correspond directly with their peers in CWD other establishments and ships to achieve their purpose.

Liaise directly with Pipeline Managers and Career Managers (CM) to co-ordinate assignments for Phase 2 Trainees as required.

Liaise with CM course instructors and other Divisional Officers as required to achieve their aim.

Liaise with the next of kin (NOK) directly for those ratings in their Division under 18 years of age where there are care and welfare concerns ensuring Command and supporting agencies are aware. Where ratings Under 18 wishes to exercise their right to Discharge as of Right (DAOR) VSDO is to contact the individuals NOK.

Raise appropriate supporting staff work through the Chain of Command.

Given functional authority over all VS Training administration staff and Junior ratings.

PRINCIPAL TASKS

  • To be the DO for your Division and Phase 2 Trainees in CWD as directed by VSTO WE/WAR in accordance with BRd3 and Care and Welfare addition to take Divisional responsibility for other Phase 2 Trainees as necessary in the absence of their nominated DO.
  • To ensure Trainees are prepared for their transition to sea.
  • To qualify and maintain competency in order to carry out the duty of VS Duty Training Officer.
  • To ensure each Trainee on completion of Phase 2 training receives an SJAR. To write and sign JPA Reports and other reports as required on all ratings within their Division.
  • Liaise with the Petty Officer Matapan in the planning of short-term employment for Phase 2 Trainees awaiting course holdover or first sea assignment.
  • To assure and represent their Division at the VS N1 Forum and organise case conferences as required for staff and Trainees.
  • When necessary to refer ratings to any supporting agency for counselling pastoral care and deemed appropriate to the medical centre.
  • Where necessary attend overnight duties as required by Command and within FTRS contract.
  • Deliver the Phase 2 New Joiners Induction Brief to Phase 1 recruits at HMS Raleigh.
  • To conduct chaperone duties as directed by the VSWO to include Able Rates Leadership Course and Welfare Duty of Care requirements as deemed necessary.
  • To ensure all Phase 2 Trainees are informed of their progress and/or shortcomings IAW BR3d(1) CH57 Appraisal and Warnings and to deliver remedial action. Whilst maintaining and monitoring consistency of discipline MAA administration remedial training standards and military ethos across VS for staff and Trainees.
  • To apply the U18 Care and Welfare Policy IAW CWD Supervisory Care Directive.
  • To utilise TAFMIS(T) to determine course loading student activity and performance.
  • To give presentations and lectures as required.
  • To conduct any other appropriate tasking as directed by their OiC TO(WE) TO(War) or VSWO.

OTHER ORDERS

Any additional duties that are included within this role that support the growth and overall improvement of VS staff and Trainees.

  1. Nothing in these TORs is to be construed to relieve the subject Officer of the obligation to comply with KRRN (Kings Regulations for the Royal Navy) or other orders issued by higher authority.
