Universal Services is the enterprise IT solutions center for the departments and offices of Harris County providing Information Technology Public Safety and Justice Technologies 311 Constituent Engagement Services Fleet Services and Records and Information Governance Services.

Position Overview:

The Fleet Vehicle Asset Manager is responsible for overseeing the complete vehicle lifecycle for Harris County Fleet Services including acquisition upfitting deployment and decommissioning. This role ensures that vehicles are received prepared and deployed efficiently to support operational agencies and that end-of-life vehicles are evaluated processed for auction or reassignment and fully addition to managing two primary vehicle process (Vehicle Acquisition and Vehicle Disposal/Decommissioning) the Fleet Vehicle Asset Manager leads a cross-functional team responsible for asset intake vendor coordination quality control vehicle data integrity and disposal workflows. This position serves as a critical link between Fleet Services county departments law enforcement elected officials and key vendors to maintain asset quality operational continuity and compliance with county policies and industry standards.


Job Responsibilities:

Facility Leadership & Operational Oversight

  • Direct daily facility operations at both the Vehicle Processing Center and Tomball Decommissioning.

  • Oversee technician and coordinator workflows staffing safety and productivity across acquisition upfitting and decommissioning processes.

  • Ensure continuity across the vehicle lifecycle and adherence to Fleet Services operational standards.

Vehicle Acquisition & Intake Coordination

  • Manage vehicle delivery schedules oversee equipment installation (radios decals lights etc.) perform quality checks confirm system readiness and allocate vehicles for deployment.

  • Coordinate vehicle registration title and county tagging.

  • Maintain communication with OEMs upfitters and agency customers to ensure timeline integrity

Lifecycle Data Systems & Compliance

  • Ensure accurate and timely creation and entry of fleet data (asset details work orders warranty start dates auction status etc.) in systems including (FMIS) Fleetio Quickbase PeopleSoft and Bonfire.

  • Oversee service records meter logs audits and system compliance with county policy and Fleet standards.

  • Produce reports and dashboards that support readiness utilization and operational planning.

Vendor & Stakeholder Management.

  • Serve as point of contact for external vendors elected officials and internal departments regarding asset lifecycle processes vehicle status acquisitions and disposal workflows.

  • Build and maintain working relationships with key stakeholders including law enforcement agencies county departments and executive leadership

Decommissioning & Disposal Oversight

  • Ensure timely and compliant preparation of aging or end-of-life vehicles for auction reuse or reassignment.

  • Coordinate evaluation asset turn-in equipment removal and auction readiness processes.

  • Align with budgeted lifecycle replacement.

Team Leadership & Development

  • Supervise and develop personnel involved in asset lifecycle coordination facility operations and field support.

  • Conduct performance reviews provide coaching and training and oversee workload distribution and scheduling to ensure service level continuity and operational

Requirements

Education:

  • High school diploma or GED equivalent from an accredited educational institution.

Experience:

  • Minimum of 3 years managing a fleet shop or automotive repair shop

  • 5 years of Automotive Repair Experience or related field.

Licensure:

  • Must maintain a valid Texas Drivers License at all times.

Knowledge Skills & Abilities:

  • Strong leadership and interpersonal skills to effectively manage and motivate a diverse team.

  • Excellent organizational abilities to manage multiple priorities in a high-demand environment.

  • Knowledge of automotive systems diagnostics and repair techniques.

  • Ability to communicate effectively with all levels of staff and customers.

  • Commitment to upholding high standards of service and operational efficiency.

  • Must have the ability to work independently on assigned tasks as well as to accept direction on given assignments

Preferences

Education:

  • An associate degree in automotive technology or a related field is preferred

Certification:

  • ASE certifications

Experience:

  • Minimum of 5-7 years of experience as an automotive technician with significant time spent on various vehicle systems (engine brakes steering suspension A/C electrical)

  • Experience supporting or coordinating vehicle upfitting projects including parts sourcing specialty equipment ordering or working with upfit vendors is strongly preferred.

Work Environment and Physical Demands:

  • May be exposed to dust dirt fumes etc.

  • May be asked to work outdoors in elements such as hot cold and rain.

  • May be asked to work at different shop locations based on Fleet Workload

  • Ability to lift up to 50 pounds.

  • Subject to kneeling crouching walking sitting and reaching are needed to perform the essential functions.
