Assignment Title: NG911 Telephony SME
Location: Fully On-Site - 2 MetroTech Center Brooklyn NY 11201
Scope of Services: The NG911 Telephony SME will serve as the subject matter expert responsible for managing validating and ensuring the successful delivery of all telephony-related components within the NG9-1-1 system implementation. This role requires deep expertise in SIP-based emergency services architectures call-flow validation interoperability testing and vendor/carrier coordination.
Key responsibilities include:
- Oversee execution and delivery of all telephony functions within the NG9-1-1 program.
- Ensure telephony policies procedures standards and best practices are adhered to throughout the system lifecycle.
- Validate telephony configurations and integration points during implementation.
- Develop telephony test cases for SAT (System Acceptance Testing) and SIT (System Integration Testing).
- Identify and mitigate risks related to telephony interoperability within the NG9-1-1 ecosystem.
- Validate SAT/SIT results for telephony components by comparing test outcomes with signaling flows and architectural designs.
Mandatory Skills & Experience (Candidates without ALL mandatory skills will not be considered.)
- Minimum 15 years of technical experience with enterprise telephony NG911 systems or related platforms.
- Develop and maintain call-flow diagrams signaling validation scripts and interoperability matrices across PSAC I PSAC II and vendor sites.
- Collaborate with MSCI Motorola NICE Cisco and telecom carriers to diagnose and resolve interoperability signaling and audio quality issues.
- Support testing troubleshooting and cutovers for critical voice infrastructure.
- Design and validate call-routing workflows aligned with NENA STA-010 STA-012 and STA-019 standards.
- Configure and analyze SIP messaging SDP negotiation SIP trunk performance and SBC/gateway behaviors.
- Maintain routing mappings for ESRP BCF and CHS across voice text and multimedia call paths.
- Ensure proper implementation of ECRF/LVF for location-based dispatch routing.
- Collaborate with network and integration engineers to validate ESiNET QoS DSCP tagging and failover routing strategies.
- Validate connectivity for private IP trunk services with carriers.
- Support redundancy failover and performance testing between PSAC I PSAC II and NGCS vendor data centers.
- Analyze SIP traces CDRs packet captures to verify system behavior under load and failover conditions.
- Work with the Lead Test Engineer to build detailed test scripts and call-flow verification plans to ensure production readiness.
- Desirable Skills & Experience
- Excellent communication skills technical writing ability and interpersonal skills.
- Experience working in public safety environments or PSAP operations.
- Expertise in IP voice architecture auditing monitoring and performance tuning.
- Familiarity with logging and recording technologies for both legacy and IP-based PBXs.
Ability to collaborate effectively with internal teams external vendors and cross-functional engineering groups
