PURPOSES
Primary Purpose:
Second in Command (2iC) of the Institute of Naval Medicine (INM) a Sub-Unit Command the Executive Officer (XO) is responsible to the Commanding Officer (CO) for the maintenance of military ethos discipline welfare and effective interaction of all INM personnel including line management of civilians Seconded Medical and Dental Officers (SMODOs) and lodger units. This includes the co-ordination of key outputs relevant to INMs functioning as a military establishment and deputising in the Commanding Officers absence.
Secondary Purposes:
To act as the Establishment Security Officer (ESyO) responsible to theCO for ensuring Unit security is of the highest standard and the personal security of all INM personnel including SMODOs and lodger units.
Alignment to Defence Tasks
- Provide support to the Nuclear Deterrent (CASD and Nuclear Enterprise).
- Conduct capacity building with partners allies and multinational organisations in support of UK strategy.
- Conduct and encourage innovative research and development (R&D) to enablethe UK to gain operational advantage and access to allies R&D.
- Maximise Defence contribution to the wider economy including employment andskills. (NSO 3).
- Maximise Defence contribution to inward investment.
- Contribute to the Fabric of the Nation including the Union.
- Direct the Defence Enterprise and Generate Sustain and Enable the Force.
ACCOUNTABILITY
- The XO accountable to the CO.
AUTHORITY
- The XO has functional authority of the CO and acts as 2iC of the Establishment; acting in their stead should they not be present; however they do not hold the title of acting CO during this time.
- Act as the Line Manager for one OR7 (the Executive Assistant).
- Directing and overseeing via Line Management one civilian member of staff with MyHR report writing responsibilities.
TASKS
The post holder is to carry out the following tasks:
Deputise for the CO as the 2iC. | |
Sign on behalf of the CO on matters of a non-policy and a non-contentious nature; including travel and subsistence and external training requests. | |
To coordinate and maintain the Service Level Agreement with HMS SULTAN ensuring INM is supported as agreed. | |
Maintain oversight of joiners and leavers; ensure that civilian and Service personnel joining INM are briefed on INMs Security Standing Orders local instructions and the current perceived threat. | |
Liaise with relevant parties in order to maintain the reputation overall appearance and fabric of INM. | |
Undertake the role of INMs Medical Complaints Manager (in accordance with Establishment Standing Orders - Section 3) ensuring INMs policy is up to date information regarding this procedure is readily available to patients and any complaints are dealt with in a timely manner. |
Undertake the role of Deputy Automated Significant Event Reporting (ASER) in accordance with INMs ASER policy. |
Act of the ESyO responsible for ensuring INM is aligned with all PSyA directives and conforms with Defence Critical National Infrastructure (Def CNI) requirements. Ensure INMs Duty Staff Officers (DSOs) are suitably trained for their role and a suitable effective DSO rota is kept. | |
Act as the Line Manager for circa 100 SMODOs on administrative welfare and Service matters. Supervise the organisation of the annual SMODOs Symposium. Where necessary liaise with HMS Nelson regarding the administration of the SMODOs. Act the Divisional Champion including MOD Civilians. Act as the Diversity & Inclusion Champion. Act as the Prevent focal point. |
Act as one (of two) of INMs Establishment Resilience Coordinators responsible for ensuring the production in liaison with SMEs of key documentation in accordance with INMs Resilience Standing Orders and attend the Resilience Working Group as the Security SME iaw DRPS/INM Resilience Working Group Terms of Reference |
Act as the Personal Development (PDev) Unit officer custodian of the Gymnasium and INM site wide Articles in Use (A&U). |
Liaise with MOD Guard Service (MGS) Fort Blockhouse Navy Command Security Team HMS Sultan Security Team and the local emergency services (Civ Pol and fire) to ensure appropriate levels of support are available. |
Review and update INM Emergency Bridge Cards annually or sooner if required. | |
Initial point of contact between INM and MOD civilian DRPS MGS and military Units. | |
Organise and facilitate Commanding Officers Tables (Captains Table) for disciplinary and promotional proceedings. | |
Advise on emergency destruction and fire preparedness procedures and the security aspects of Incident management necessary to maintain Business Continuity. | |
Manage VIP visits to INM and organise all other visits/meetings/symposiums by other Divisions internal and external in order to deconflict. | |

- ESTABLISHMENT DUTIES
- The post holder will carry out the following Establishment Duties:
- Act as the Incident Officer responding to any incident during working hours.
- Participate in the INM DSO duties rota conducting out of hours response and recall via a duty mobile.
- Conduct initial investigations into all security incidents and recommend when necessary further action to the Commanding Officer. Maintain a record of all incidents and ensure that incidents are reported to NAVY Warning Advice and Reporting Point (NAVY WARP) iaw JSP 440 Part 2 Section 1 Chapter 3.
