The Office of Chief Medical Examiner investigates cases of persons who die within New York City from criminal violence by accident by suicide suddenly when in apparent health when unattended by a physician in a correctional facility or in any suspicious or unusual manner or where an application is made pursuant to law for a permit to cremate a body of a person.

The New York City Office of Chief Medical Examiner (OCME) is seeking an experienced and highly motivated Forensic Operations & Investigations Administration Manager to provide leadership and oversight of the administrative operational and investigatory support functions that enable the agencys forensic mission. Reporting to Assistant Commissioner of Forensic Operations and Investigations the Manager will manage and coordinate complex programs direct cross-functional teams and ensure the efficient delivery of services supporting decedent investigations case management field operations and interagency response.

The Manager will be responsible for developing and implementing administrative and operational policies evaluating program performance directing resource allocation and ensuring compliance with agency City State and accreditation standards . The position requires exceptional judgment strategic planning capability and the ability to work collaboratively with internal divisions external partners and stakeholders across the Citys public safety and public health sectors. This role is ideal for a seasoned leader with experience in forensic investigative or emergency response environments who excels in managing high-volume mission-critical operations.

Responsibilities include:
-Manage and oversee the administrative functions supporting OCMEs forensic operations and investigative division.
-Manage plan and evaluate complex agency programs to ensure timely and efficient delivery of goods and services; develop key performance metrics and implement program improvements.
-Serves as a special advisor to the Assistant Commissioner on division administrative initiatives and priorities
-Provide high-level leadership to managerial professional and support staff; assign priorities ensure appropriate staffing levels and oversee training and professional development.
-Develop implement and monitor administrative policies standard operating procedures and operational protocols to support agency goals and regulatory compliance.
-Oversee budget planning procurement contract management and resource allocation for operational and investigative units including analyzing division needs and preparing comprehensive funding packages for new-needs requests.
-Liaise with internal OCME divisions City agencies including OMB and City Hall law enforcement partners healthcare institutions and external stakeholders to ensure that requests for information are addressed in a manner that reflects the operational realities of the agency.
-Oversee data management practices reporting processes and quality assurance initiatives to enhance operational efficiency and accuracy.
-Ensure compliance with all applicable laws regulations and accreditation standards related to forensic operations and investigations.
-Prepare high-level reports briefings talking points and other materials for executive leadership budget hearings and agency decision-making providing clear administrative and analytical insight.
-Leads high-priority special projects and division initiatives ensuring clear deliverables and measurable outcomes
-Assists in building dashboards and identifying technology needs to enhance operational efficiency
-Supports coordination of internship programs including onboarding placement and scheduling across division units
-Schedules and coordinates calendars for the Assistant Commissioner and leads tours and informational briefings for city partners Works with division leadership to respond to constituent inquiries and manage external stakeholders including funeral homes healthcare facilities and religious leaders
-Maintain advanced proficiency in the use and parameters of the Case Management System and perform routine assessment of operational modules to identify new system needs and recommend enhancements.
-Maintains operational knowledge of disaster and continuity of operations plans for areas of responsibility.
-Provide 24/7/365 availability to respond to urgent matters of the division and agency including incidents and participation in the agencys MESORT and disaster response and on-call schedule.
-Attending operational meetings as representative for area of responsibility and collaborates with other directors to facilitate and enhance operations across the division.
-Develop and Implement measures for quality assurance and control.
-Other duties as assigned.


SPECIAL NOTE:

This position has been identified as essential. During emergency events essential positions may require 24-hour availability.
Must be willing to work non-traditional hours during emergencies or planned exercises.

CRIMINALIST ASSISTANT DIRECTOR - 2184C


Qualifications :

1. A baccalaureate degree from an accredited college with specialization in criminalistics forensic science chemistry biology physics molecular genetics genetics biochemistry molecular biology entomology anthropology ecology or a closely related scientific or engineering field.
